NEW YORK, Jan. 24—(JP)—Wen
dell L. Willkie today urged full sup
port of a grand Allied War Startegy
beard, the formation of which is re
ported under discussion.
In reply xo an inquiry concerning
these reports, the 1940 Republican
presidential candidate declared:
"It is to be hoped that the recent
intimations coming out of London
end Washington are correct—that
there will soon be set up a joint
grand War Strategy board consist
ing of representatives of the Unit
ed States, Great Britain, Russia,
China and other Allies.”
‘‘We should all support such a
course of action if adopted.”
The remainder of Willkie's state
ment follows:
‘‘For months, and particularly
since my return from my trip
around the world, both in private
conferences with our own govern-''
ment and in public speeches, 1
have urged repeatedly the indis
pensability of such a course.
For in such joint action lies not
alone hope of victory but equally
the hope of eventual world peace.
These powers must learn to work
together while they fight if they
are to work together for world
peace and order in the inevitable
disintegrating period following the
war.

Admiral Halsey Throws
All He’s Got At Enemy
WASHINGTON, Jan. 24. — UP) —
The man who sees to it that the
Navy has what it needs to make
war in the Pacific said today it
was a tough job because when Ad
miral William F. Halsey “goes in
to action he throws everything he’s
got at the enemy including the
kitchen stove—and then he goes
into the kitchen, gels the stove lids
and throws them too.”
Vice Admiral William L. Cal
houn, commander of the Pacific
Service Force, explained in a
statement released by the Navy
that his job is “to make sure that
the kitchen stove and all the lids
are there when Billy Halsey gets
ready to throw them.” Calhoun
is here for conferences.
Shipping, handling and storage
are the great problems confront
ing the men who supply American
forces setting up bases in the Pa
cific islands. On the receiving end,
Calhoun said, “methods as crude
as those Robinson Crusoe had to
use to get his stuff out of the
wreck” are necessary.
“There were no storehouses on
those islands, no magazines, no oil
tanks, no refrigeration facilities,”
he said. “Our engineers are build
ing them now, but material and
labor for new storage facilities
must come from the mainland—
and that means delay. Ships are
scarce. We have very low grade
and insufficient terminal and pier
facilities for unloading—sometimes
we have to carry things right up
the beach. Hurricane weather is
frequent and that delays us, too,
and the tropical climate is very
destructive of stores if unloaded
without proper protection to safe
guard them until they are used.”
One of the greatest needs of the
United States forces battling the
Japanese is aviation gasoline and
that makes Calhoun’s prime prob
lem the matter of having gasoline
ready wherever and whenever
needed. The problem is made es
pecially difficult by the fact that
gasoline must be shipped in drums
because there are inadequate re
ceiving and storage facilities in
the battle areas.
Calhoun said that plentiful sup
plies “are now on hand in the war
zones, but they must continue to
flow.” Transportation and stor
age of supplies “is improving
swiftly and has bettered by 25 or
30 per cent in recent months in
the area where Admiral Halsey’s
forces are operating,” Calhoun re
ported.

Percy Vincent, 74, lord mayor of
London in 1035 and 1936, died yes
terday at his home iny Purley, Sur.
rey.
Sir Percy had been a sheriff of
the City of London and an aider
man. He attended the Golden Jubi
lee celebration of the city of Van
couver in 1936. becoming the first
lord mayor of London to visit Cana
da during his term of office.

Outlines Plan To
Distribute Burden
WASHINGTON, Jan. 24. — m -
Proponents of a federal sales tax
received new support today from
the Brookings institution and Rep.
Disney (D-Okla) of the House
Ways and Means committee.
The institution, a private re
search organization, recommended
a federal retail sales tax as a war
measure.
Such a levy, its report said,
would distribute the tax burden
“more widely over the population"
and “would also be much more
effective than most taxes of simi
lar yield in stabilizing the price
situation, because it would be
chiefly out of money that owners
would otherwise seek to spend for
current consumption.”
“Thus,” the report commented,
“the very character of the sales
tax which makes it objectionable
in peacetime, especially during a
depression, becomes an advantage
under the conditions which now ex
ist.”
The institution estimated that a
tax of about 10 per cent on all
retail sales, excluding housing,
medical care and education, would
raise $5,000,000,000 if there were
no other exemptions. The levy
could be eased on the lowest in
come group, the report suggested,
either by exempting all food items
or by a flat exemption. If ex
emptions were made, however, the
rate would have to be increased
two or three per cent if the $5,
000,000,000 return was realized, it
added.
Disney advocated a sales tax in
a statement which said it would
“give us an approach” to raising
the $16,000,000,000 added revenue
which President Roosevelt re
quested.
“No proponent of the $16,000,
000,000 additional has suggested a
more feasible, easily administered
plan than the sales tax,” Disney
said.

ernment announced today that Great
Britain would send substantial ship
ments of wheat to India In the next
two or three months to help relieve
the growing- seriousness of the food
situation.
The wheat will sell at prices “ap
preciably lower than those at pres
ent prevailing in free markets," the
government said.
