Cut or rub in shortening. Add orange rind. Add milk, stirring only enough to moisten flour. Turn out on lightly floured board and knead 1-2 minute. Roll out to square sheet 1-4 inch thick. With pastry wheel or knife, cut in 3 inch squares. Roll orange sections in sugar. Place over orange sec tion, pressing tips of biscuit to gether. Place on greased baking sheets.
