Negotiations were turned over to a four-man subcommittee with the hope that it will be able to reach a compromise before the Government steps in. The miners were represented by President John L. Lewis and Vice President John O’Leary. The op erators’ representat ives are Charles O’Neill of Altoona, Pa., and George Campbell, of Chicago. It was believed that because of its size the subcommittee may be able to work more effectively. The full negotiating committee has not reached agreement on a single issue in more than three weeks of discussion. The chief factor in the deadlock is the UMW demands for a royalty of 10 cents a ton.
