Penning, 23, recently returned from 12 months overseas duty with a 9th Air Force Fighter-Bomber Group. He was a flight commander in a Thunder bolt unit. His ship, “Mary Fay III”, was named for his wife, the former Mary Fay Richardson, of Wilmington. Capt. Penning is holder of the Silver Star, DFC, and Air Medal with 15 Oak leaf clusters. His parents, Mr. and Mrs. Ray mond Penning, live in Hartford, Conn. _ Section Of Chestnut Street Job Completed Completion of the widening and resurfacing of Chestnut street, be tween Second and Fourth streets, was announced yesterday by City Engineer J. A. Loughlin. Work on the block between Fourth and Fifth streets, is ex pected to proceed Monday. MITSCHER’S FLEET, April 3.— (Delayed) —(JP)—What ap peared to be obsolete Army bombers, flown into battle by the Japanese today, immedi ately aroused speculation as to whether the Nippon air forces are running short of planes available for use in this area. The old planes were identi fied as "Mary’s”, slow, slug gish bombers not seen since early in the war but probably used since for training. Of the score sighted head ing south toward Okinawa, 12 were shot down by Ameri can carrier-based planes. They were intercepted near Kikai In the Amami group of islands at the northern end vof the Ryukyu chain. Presumably they were en route to attack American forces moving steadily ahead in their con quest of Okinawa, largest Is land of the Ryukyus. 48-HOUR WEEK’S SCOPE REDUCED The 48-hour work week basis has been discontinued for all activities in the Wilmington area except lumber, logging, pulpwood and cotton textile operations, it was announced yesterday by Henry I. Shepherd, area War Manpower commission director. Authorization for Wilmington employers to reduce operations to 40 hours came 90 days after the area was classified in Group 3, one having a slight labor surplus The Wilmington area compris ing New Hanover, Brunswick, Co lumbus and Pender counties, has been on the 48-hour work week basis since the area was placed in Group 1 last April 1 due to an acute labor shortage. In October, its classification was lowered to Group 2 because the labor supply was adequate to meet demands. Vinson Takes Oath As Director Of WMR WASHINGTON, April 7 —Ml— Fred M. Vinson was sworn in to day as director of he Office of War Mobilization and Reconver sion, succeeding James F. Eyrnes. The oath was administered by Chief Justice D. Lawrence Groner of the U. S. Court of Appleas, in Vinson’s new office in the east wing of the White House. Vinson, former economic stabil nation director, announced his head a torney in that office, Edward Pritchard, would become hia gen eral counsel in the new post. Prti chard succeeds Benjamin V.
