The blow-off came over issuance by Chairman Edward Hart (D-NJ) of a set of “declarations of p 1* cy” on behalf of the pern i committee on un-American activi ties. Among other things, it out lined a “working formula’’ which Hart said the committee had ai ipt ed as a guide “in the determina tion of what constitutes such un American activities as it ought to concern itself with.” The policy declaration issued by Hart said the committee “does not seek and will not willingly receive mere opinions at its hearings, nor will it give currency to mere opin ions. It does seek facts, acccna panied by specific proofs.” Publication of the declantion brought this statement from Rep. John E. Rankin (D-Miss), ranking majority member. oiaiemems going around In the press that the committee on un American activities has issued a definition of un-Americar. activi ties are without foundation.” The Mississippian, at whose urg ing the House created the com mittee last January to replace the temporary Dies committee, added that the committee intends to con cern itself with “any activity cal culated or directed to undermine confidence in this government for the purpose of overthrowing it, or changing its form, except by con stitutional means.” Hart’s statement, made public last Friday, carried a similar de claration. “The committee authorized no such statement,” Rankin told re porters. “It’s just a question of record,” was Hart’s comment. “As I re call, there was a motion and a vote on the un-Americanism definition and the items in the policy state ment were read off and approved and there was no objection.” The record wasn’t made public. Rankin added in his statement the opinion that "even if there should be a change in the chair manship it would not materially effect the work of the committee.” His reference was to reports that Hart is about to resign from the committee, ostensibly because of illness. Hart himself ha. clmed to comment on the reports but, if he should give up the chairman ship, Rankin would be in line to succeed him.
