Royall, Undersecre tary of War, said Thursday the War Department is prepared to meet “head - on” any charge that the Army has been guilty of “wanton destruction of property.” Instead of destroying . surplus goods which might have civilian or military usefulness, he said, “if anything, it is spending too much money and too many man-hours to protect property of a doubtful value.” Troon* First The War Department has au thorized General MacArthur to ship back civilian type goods from the Pacific theater now that the shipping situation has eased, Royall disclosed. Until recently, he said, it had been necessary to pur sue a policy of bringing the boys back and leaving the property there.” Royall conceded in a statement prepared for the House Expendi tures committee that “naturally, there have been cases of improper destruction. There always will be some men in any large organiza tion who will overlook regulations or, perhaps, ignore regulations.” Exaggerated He said the War Department in vestigated all complaints and found “most are grossly exagger ated.” He cited the case of one witness who said he saw a case of type writers thrown overboard from a ship. The investigation, Royall as serted, showed that what actually went into the water was a packing case stencilled “typewriters” but actually containing only shipboard Not Authorized “The Army has not heretofore authorized the abandonment of any property that has civilian util ity,’’ Royall said, “except in the interest of military security, na tional defense, or public health and safety. “Even in the case of demilitari zation, usable components are re moved and those parts which are needed are restored to stocks. Those parts which have civilian utility are declared surplus. The residue is not destroyed, it is sold as scrap. He said however “we know that the time will come when property will have to be abandoned in order to get the men home and in order to save excessive costs of care and handling. This situation may be al most upon us in the Pacific.” To meet it. Royall said, General MacArthur has been authorized to return new or serviceable civilian type items which are excess in his theater. Until recently the shipping shortage and crowding of port and rail facilities had made this im practicable, Royall explained.
