BABSON i BABSON PARK, Fla., Feb. 24— i Having served in Washington as c Assistant Secretary of Labor dur- i in,g World War I and later as di- i rector-general of Information and i Education, many letters are com- ) ing to me asking as to what can i be done to prevent strikes. I am j replying "Nothing can prevent strikes, but Congress can do some- , thing to make them less serious.” Upon referring to certain notes , which I made at the close of World War I, I find the following con clusions. They are 100 per cent equally true, today, at the close of World War II.' Compulsory arbitration, except in the case of railroads, public utilities, and other monopolistic enterprises, is both impractical and unjust. To talk compulsory arbitration for competitive indus try is foolish. It, however, is prac tical in the case of non-competi tive and monopolistic enterprises. Free Enterprise Honest collective bargaining should be encouraged in all cases; but it must be on the basis of supply snd demand for labor in a free and non-controlled market. But even this leads to a discussion of the justice of inheritance and whether we can have truly “free enterprise” along with the in heritance of property. Voluntary Mediation boards should materially be strengthened' and their use encouraged. These boards should consist of three prominent men all of whom have the public's respect:—one selected by the unions, one by the com panies, 4and one by them jointly. These men should be given suffi cient funds to secure all neces sary information within a reason able time and both sides should agree in advance to accept their decisions as final. It may be pos sible to have Union-Company agreements for “cooling off” pe riods during the limited time that these Mediation boards are reach Same Rules Both corporations and unions should equally be subject to the same anti-trust laws and the same corporation laws which have come to be recognized as standard prac tices. In this connection, both labor and management should have an equal right to press their views to one another and to the public. Both the unions and com panies should gradually consoli date their operations so that the industry as a whole will be nego tiating rather than independent companies. This is the English custom and should be adopted in the United States. It is a mistake for President Truman to get mixed up either with rates of wages or prices of goods. As to inflation,—following World War I, we suffered from inflation but very little was done to prevent it. We have taken a great step forward in these past 20 years in recognizing both the ad vantages and dangers of inflation. Too much inflation should be fought like a prairie fire; but some inflation now must be necessary in view of our tremendous war debt. Certainly, wages and prices should be considered by the same Mediation Boards if prices are to be fixed for more than a short, temporary period. Officials vs. Labor Letters are coming to me asking if the corporations have as good leadership as the big unions? Many investors feel that too many cor poration officials have inherited their jobs, while most union lead ers have fought their way to the top through sheer ability. These nvestors would not object to pay ng salaries to the heads of their ompanies provided they have the leeded ability. Too many stock aiders now seem to be losing faith n the ability of these company of icials whom they mechanically e-elect every year by blindly sign rig absentee proxies. It is surely up to the stockhold ers of corporations to get as loyal ind able leaders as the union nembership gets. Moreover, stock lolders must some day insist that heir directors and officials get •esults for them in the form al arger dividends when, as and f ;he labor leaders get more fp ;heir union membership. Stock* Holders will some day insist upon annual physical examinations and audits concerning the health of company directors and officials the same as they now have an nual financial audits. RYTIVERDICTLEAVES LITTLE TO BE PROUD OF, NEWSPAPER SAYS WASHINGTON, Feb. 24.—(*)— ' Most Americans will find little to be Proud of," the Washington Star sa;i editorially Sunday in that a special ‘People’s Court’ in Fin land has sentenced President Risto Ryti to ten years’ imprisonment at hard labor for leading his country to war against the Russians." Tlie editorial noted that two day* before sentence was pronounced, the speaker of the Finnish parlia ment lold his people they would face "bad times" if Russia and Britain should be displeased with the verdict. Counsel for Ryti said the possibility for defense was "limited" because he wasn’t per mitted to introduce certain evid ence, presumably offensive to Rus sia.
