Sena tor Vance on Wednes day offered in the Senate as an amendment to the Sen ate tariff bill the provision of the Mills bill relating to the Internal Revenue' system. This drew the line sharply be tween the Republicans and the Democrats. These provisions are aimed ut the abuses of the Internal Revenue system, and if adop ted would relieve, that sys tem of its oppressive and o dious featnres. They had been adopted in the House by the democrats against the vote of the Republican party and in the Senate the Demo crats voted for them and the Republicans voted against them.
