' The last Legislature author
ized the Board of County
JYimmixMinnerfl of Watamra
to levy a special tax of 10
cents on the hundred dollars
valuation and 30 cents on
the poll to be used, as we
thought, in either repairing
or beginning a fund with
which to erect a new court
house, But as the use of the
fund thus accruing was not
specified, a lot of our best cit
izens applied to tho Board,
asking that the same be used
in the erection of two bridg
es in the county. This the
commissioners refused. At
the March term of court the
grand jury condemned our
court bouse, and the Board
came near being indicted at
that time, but still a ttheMay
meetingnothingwasdoneand
now the last chance for levy
ing any special tax whatev
er, has passed and nothing
at all has been done, in
the direction of either levy
ing the tax or makjng any
arrangement looking to the
repair of the building. The
grand jury at the June term
again condemned the house,
and at the next meeting, by
authority of Judge Long, a
paper will be read to the com
missioners, and then if noth
ing is done, a bill. will be sent
against them. But now, as
the time for levying any tax
has passed, it seems that the
commissioners are power
Jess, and an indictment inev
itable. It dees seem that
the commissioners have fail
ed in their duty by not levy
ing the tax whether it should
be used this year or not, and
in their failure to do so have
gotten themselves into what
may terminate in right seri
ous trouble for them. We are
in favor of taxes, and this
aurplus, had it not been need
ed for so manv purposes,
would be nice indeed to have

rior court, when his case will
be tried. Haywood is a law
yer and a man of considers
ble wealth, and we take it
that he will do much work
in his own behalf before he is
arraigned for trial, and when
it comes, we predict that he
will be released, for the rope
is yet to be made with w,hicb
tohang a rich man in North
Carolina. But let a pooKdev
il, moneyless and friendless,
be convicted of a crime, even
less heinous than the one bis
rich and influential brother
is guilty of, and he "walks
the plank" in short order. Is
this justice? Is it enforcing
the law as it should be en
forced, punishing crime wher
ever found? Vprily not, and
the text. "He that am eth
man's blood, by man shall

not eeem to apply to the up

Evidently there is something
rotten in the administration
of the law.

Mr. W. C. Coffev, of Boone, is
Treasurer, and that he is
now ready and anxious to re
ceive and receipt for tho a
mounts already subscribed,
and to receive farther contri
butions. Manj bare already
paid off their amounts, but
there still remains much to
be collected. .
'Before the contract is giv
en out, we must collect and
have in the hands of the
Treasurer $1,500. When this
is done, Mr. Cone, who U the
largest contributor so far to
the enterprise, will forward
his check lor $500.00, and
the $1,500 from the State
will be available. This will
give us the neat sum of $3,-
500 to sthrt on.
We hope and sincerely trunt
that every one will help some
in this time of need. Do not
wait lor some one to men
tion this matter to vou, but
come forward and do what
you can to help this enter
prise.

Rev. Mr. Hargett's sermon
on last Sabbath morning
was indeed enough to set the
people thinking. To those
who read cr think on such
things, it seems entire! v rea
Bonn ble that we are on the
verge of a great crisis in the
world's history. The six days
mean something and they are
about out. At the end of the
first two thousand years the
flood came; about two thou
sand years after that Christ
came, and we are now about
the close of the next two
thousand. This completes
the six days, for, "A day un
to tbe Lord is as a thousand
years, and a thousand years
as one day." Doesn't it seem
that we are in danger of some
great revolution? The ques
tion naturally arises, what
will it be?
E
Consumption is a human
weed flourishing best in weak
lungs. Like other weeds it's
easily destroyed while young;
when old, sometimes im
possible. Strengthen the lungs as you
would weak land and the
veeds will disappear.
The best lung fertilizer is
kott's Emulsion. Salt pork
i good too, but it is very hard
o digest.
The time to treat consump
tion is when you begin trying
'o hide it from yourself.
Others see it, you won't.
Don't wait until you can't
Icccive yourself any longer.
3cgin with the first thought
10 take Scott's Emulsion. . If
it isn't really consumption so
much the better; you will soon
forget it and be better for the
treatment If it is consump
tion you can't expect to be
cured at once, but if you will
begin in time and will be
rigidly regular in your treat
ment you will win.
Scott's Emulsion, fresh air,
rest all you can, eat all you
can, thats the treatment and
that's the best treatment

Tbe Foicoe Road Cass,
Editor Demon at:
I have just been to Foscoe
to measure some road about
which a law suit is now pend
ing, and I believe the people
would be interested in the bis
tory of this suit, which I will
brieflv give.
A petition was Bled for an
atnendraent to the public
road along tbe Watauga val
ley above Shull's Mills. Two
of the petitioners refused to
sign their names until the pe
tition wat interlined. The in
terlining said that the survey
should run along the foot
hills so as to divide the up
lands trom the bottom, and
the road was surveyed ac
cordingly.
After manj months had
elapsed, and much work had
been done on the new road,
these two petitioners were in
strumental in filing another
petition asking that where
the survey reached one of
their lines, it should turn
with that line, at the angle
of a square, and run back to
the old road at the river
bank, and then follow theold
road six hundred yards t o
where it would turn into the
flelde, and intersect the origi
nal survey. This ivouldleav
these two petitioners undise
turbed by the new road while
many of the others had al
ready suffered the ill conven
ience of having a new road
dug on the back of their
houses. .
A counter petition to this
last petition was filed, and a
law suit before the commis
sioners followed; the change
was allowed, and the defeat
ed appealed to the Superior
court. The last amendment
is 287 yards further than the
first, besides following the old
road which has been swept
over by manv fret" nets.
I know a man who, when
his wife got drunk, said she
had no liquor sense; and I
wish to sav that neither the
present Board nor the one
that preceded it, has shown
any road spnse. But let us a
pologizefor friend Bobbins.
Before the vote was taken,
he stated that, asthedispute
was among his neighbors, he
would not vote,-but that if
be wero to vote he would
stand for the original survey.
