The LiHt week has not been one of unmixed satisfaction to the Democratic politicians in Wash ington., many ct whom are seri ously disturbed over the action of the New York Democratic con vention which seems not only to have refused to endorse Mr. Bry an and thus to have alienated many staunch Democrats in the Empire State but, by its .treat ment of State Senator McCarren, to have done much to alienate Democratic support in King county, which is practically the city of Brooklyn. Among the Tammany members from New York, the work of Chairman Mur phy of Tammany Hall and of 'Fingey" Conners. chairman of the Democratic State Committee, in forcibly ejecting Mr. McCarren from the convention is heartily approved, but to the Democrats in Congress Irom other parts of the country, this action is seri ously condemned as unnecessary and is likely to menace seriously what seemed an excellent pros pect for victory in the Empire State. The reports from Michigan, where (he State committee relu3 ed to endorse Mr. Bryan and where Mr. Bryan indulged in rath er severe criticism of the mom bers who voted against the reso lution of endorsement, saying money , was being used against him, is also deplored. How great was th provocation that 1 e d Mr. Bryan to mako this state ment is not known in" Washing ton, but that it may have a se rious effect on his chances of se curing the solid delegation from Michigan is seriously feared arid it is regarded in some quarters as making for the success of Gov ernor Johnsoa, who has received the hearty endorsement of his own 3tate. The Democrats generally are great ly encouraged by the course of tha Honse in turning down the President's recommendation for four battleships, even after he had seut in a special message ur ging this programme on the mem bers. . Of course the Democrats voted almost solidly against the White House programme, b a" i they were assisted by a large number of Republican votes as well. One prominent Democrat who followed Representative Hob son's lead in his fight for the lar gest naval programme was Rep resentative Bourke Cochran, but when a speech made by Mr. Coch ran three years ago, in which he seriously condemned the elabor ate naval policy of the adniinis tralion was read, the distinguish ed New York orator sat down much confused. A lonp step in the direction of protecting States' rights has been taken by the Senate which has passed the bill introduced by Sen ator Overman providing that in junctions suspending state laws shall be issued only by a majori ty of three federal judges instead of one. as has hitherto been the case, and requiring that wherev er possible five days notice of a hearing on an application for such injunction shall be given to the governor and the attorney general of thq state affected. It is hoped that the Speaker can be prevailed upon to pass . this bill which wa urged by the Demo crats in terras so forceful that the Republicans heeded and de clined 'to oppose the measure. There is little doubt that the bill will pass the House if Mr. Can non wilfpermit it to, come to a vote. While only two battleships are authorized in the naval bill, the total amount called for by the, bill is approximately $ 100.000, 000. The army bill carries, as it passed the Senate, about $98, 000,0000, and the Fortifications bill about 15,000,000. These added together will bring the cost of the military establish ment up to about $213,000 000 for this year, and if to this be added the total cost of pensions, the aggregate will call for more than $363,000,000. In view of Representative Tawney's predic tion that there will bo $150,000 000 deficit next j'ear, and of the further fact that it is proposed to put through a $20,000,000 public building bill, popularly known as the "pork bill," the Democrats coatend that their Republican brethren will have a plenty to answer for at the polls in November. The bottom has about fallen out of the opposition to Talt du ring the past week. Hardly a day passes without news that sever al districts have instructed their delegates to vote for him, and the men in Congress who have fought to prevent the nomina tion of the Secretary of War are practically discouraged. Senator Foraker is still flighting desper ately but his animus is so well I understood by this time that he'canne it supplits an existing de- is probably doing the Secretary far more good than harm by tins opposition. Speaking of Mr. Foraker re calls one of the most remarkable scenes over witnessed in the Sen ate. When Mr. Foraker spoke in support of the negroes who "shot up" the town of Brownsville, the galleries were packed with ue groes. They sat next to a n d climbed back and forth over white people. They munched huge sausages and sandwiches and generally enjoyed themselves. When the Senator from Ohio con eluded his remarks with an ex travagant eulogies on the dark ies, tlipy showed the whites of their eyes appreciatively and ap plauded him vigorously. For once the the ueggro owned the cnpitol and, as a southern Sen ator remarked, the Senate cham ber was redolent of " 1 odeur d' Alriqr.e" Kodol for Dyspepsia has helped thousands of people who have had stomach trouble. H The Two Sides There are two sides to every moral question the right side and the wrong side. Making, sell ing and drinking intoxicating li quors is either right or wrong. It is not enough to say that the use is right and the abuse is wtong. In fact, the ue of liquor leads to abuse and is the fruitful cause of all the sorrow and crime produced by intemperance. The good that drinking does is ex ceedingly small, while the evils of intemperance are a great multi tude. Every bo ly admits this. Ev erybody also admits that legal ized distilleries and saloons pro mote intemperance with all Its horrible consequences. So far ev erybody has agreed. Now the question arises if intemperance is wrong, how can the "business that "produces intemperance be right. Granted that the illegal manufacture and sale would pro duce the' same result does two wrongs make either of them right? Since "all agree that the work of the saloon is wrong, is it right to do wrong? Is it right to perpetuate that which causes so much crime and suffering? But, says one, "The whiskey business is n proper business, be- mund." Should a man's appe t if e have a greater weight than his love for wife and childi'en, poultry and God? Should a sta to's respect for a man's de hw nii l demand for liquor be strringr than its regard fur the want and anguish of helpless wo men and innocent children? Should a wtate license the guilty to punish the innocent? Should the liberty to gratify an appe tite carry with it the liberty to inflict physical, moral and eter nal death? But, says another, "Somehigh dignatnries in the church are op. posed to prohibit ion." That does not necessarily make prohibi bition wrong and the whiskey business right. Some so-called preachers have said there is no fire in hell, but that statement doesn't put out the fire. The lake of brimstone burns all the same. Some church dignataries deny the divinity of Jesus Jesus Christ but it doesn't destroy I lis Divin ity. He is divine all the same. Good men sometimes get on the wrong side of a great question, but tliatdoesn't make the right wrong nor the wrong right. Truth is eternal and unchangable as its author. "Who is on the Lord's side?" What is God's will on this whis key business? His will and au thority is the ground of man's duty and responsibility. His law is the rule of our life. Some say that there can be no return. of prosperity until Roose velt is retired to private life. Oth ers say there can be no return of prosperity until the Standard Oil pays the $20,000,000 fine and llarriman and Ryan are de posed from financial power. Some say that there can be no revival of prosperity until Con gress with its 2G0 bills to regu late the railroads adjourns. Oth ers say that revival depends up on a physical valuation of the railroads made with the view to lower freight rates. Some say that the future of the country depends upon putting rich malefaetors in jail whilcjoth era declare that it will go to ru in unless the anarchists are de ported and the socialists sup pressed. Some say that the nation will be involved in moral wm:k un less the stock exchange is closed up, while others just us insistent ly declare that there will be in dustrial collapse unless the doc trine of the closed shop is over thrown. Some say that the most im portant problem before the peo pie is the revision of the tariff, while others say that all other proble.ns fade into insignificance beside that of the prohibition of the liquor traffl. Some declare that national safety depends on the mainten ance of the right of private prop erty and the inyiolability of con tract, while others hold that there can be no hope for the fu ture until there is a more equal distribution of wealth. A complete list of t he most im portant issues befora the coun try" would fill an entire issue of a metropolitan daily and it is constantly growing. It is barely possible that the time may soon arrive when the people wili get rid of the problems, and sweep ing ''the most important issues" into the dust pan and thence in to the ash heap, will simply go to work.
