XC. RIVERS, Editor and Proprietor XHiRSDAy, October 80, 1918, This racer has enlisted With the gwcrnmcnt in the cause of America for the period of the war . Btiardinj Our Good Roads Work. Mr. Editor: Occasionally it is well to take stock iu order to 6ee ju9t where we stand. Some ; months "ago, Watauga county voted $200,000 in bondsto build roals. The proposition on wh ich , we voted- was that weshouhTflrst build a great trunk roud-now known as the Boone trail High wayon which we expected Fed eral aid and State Maiutenance; and then such a system of branch roads a would. give to every township its proportional share of the money in the value of roads actually built. In aa attempt to carry 'out this program in good faith; the Road Commission began work on the Boone Trail Highway at Tilas. CnticiHtas came thick and fast. Most of these were started by the enemies ot progress, One that seemed to have some jus tice in it wat that it was going to tike too long to build the ronK We are acknowledging the justice of this criticism by doubling our workingequipment. We have purchased and fjr sev eral days have been expecting the arrival of a second steam shovel. This with a little other equip ment already arranged for will give us a second forcelike the one now at work on Brushy Fork. When our equipment N com plete, It will b, we b lieve, ade quate for our needs. Wherever it is economical to do so the phovel forees can be supplement ed by hired teams. The amount of money invested in equipment, on the other hand, is smaller than is usual for the expenditure pf a bond issue of the size of ours But while our equipment is not large, it is the best we could buy. It is of the kind, too, on which there is the least depreciation in value from use. ? We have a working" organiza tion of which I am proud. We were fortunate in securing the best construction superintendent in the state. If J. F. Mafiigan can't put a road proposition through successfully, there isn't a man in North Carolina who can. I am fully aware, of course that certain men, who for years have persistently opposed every progressive movement in the county, have been laboring con stantly to create the impression that the Road Commission or some one else, has broken faith, or is about to break faith, with the people of the county. Let's see. At the beginning of the cam paign for the bonds, the commis sion agreed, to, a certain pro gram. It was then a bard one. It has since become harder. But we are doing our best to carry it out in good- faith. On theoth er hand,' Itt us suppose that those who would like to block the pro gress of our work had it in their power to do so. .Let's see . what the proposition amounts to. the Board of County Commissioners have signed a contract with the State Highway Commission ; to furnish the money when called on to "build the road from the YVil (tea line to Boone. The posi tion of the leaders of the anties means,: if it means anything, that we are to build a maA thron-v, v Stony Fork and Boone town- - - www vutwupu . ships at the excenso of the vhnfn , w J J vww vuav jjqiu iuuju WUU island Beaver Dam, and Blowing V Bock, and Blue Ridge, and Cove ; ' Creek, and Elk. and Laurel Creek ; and Sbawneenaw, and Watauga tiaUhavenoBharein the bond! o J The Attorney General of the United States has issued a De partment Circular in which -he calls attention to the Act of Oct. 16th 1918, "To prevent corrupt practices in the election of Sena-1 tors, Representatives or Dele-1 gates in Congress," which act is as follows: ' ''That whoever shall promise, offer or give, or cause to be 1 promised, offered or given any money or other thing of value, or shall make or tender any con tract, undertaking, obligation gratuity or security for the pay ment of money or for the delivery or conveyance of anythingof val ! ue to any person, either to vote ' or to with-hol J bk vote or to vote for or against any candidate, or whoever solicit?, accepts or re ceives any money br other thing of value in consideration of bis vote for or against any candidate for Senator or Representative or Delegate in Congress at any pri mary or general-or specirtl elec tion, shall be fined not m ore than $1,000, or imprisoned not more than one year, or both." Attention is called to the fact that in view of the near approach of a general election and the re cent enactment of this law it. is important to see that the fullest publicity be given to the provis ions of this act in order that the. public may be informed of its pro visions and the purpose of the Department of Justice to vigor ously prof ecute these violations. This authorized information is sent you in the hope that you will give the provisions of tl is act as much publicity as you may have space for in the columns of your valuable newspaper. I do not know what the people of the county think of his propo sition, but as one citizen and tax payer I demand that the road work go on until we have a sys tem reaching every section of the county. It is a big thing we have un dertaken to do. The Boone Trail Highway connecting us with Mountain City and Bristol on the West and with North Wilkesboro and Winston-Salem on the East, will be the one great highway crossing the mountains of West ern North Carolina and East Tennessee Worth of Asheville. With a good public road to Blow ing Rock and branches to other parts of the County, Watauga fill be better connected with the world than any other mountain county North of Buncombe.
