A Bill to bi Entitled is Act to AUkorlzi tbo LoTf of Specltl Tuts and tht It tstotBsndsfortbtlcproioKiBtof ttiPibllcRoiitofWitiBjiCo, The General Assembly of North Carolina do enact: WHEREAS, on or about the year one thousand nine hundred and eighteen there was conduc ted in Watauga County a cam paign for an election to deter mine whether or not bonds of Watauga County should be issued in the amount of two hundred thousand -($200,000.00) . dollars for the construction and repair of the public roas of Watauga County, and . WHEREAS, it was widely ad-, vertised and distinctly under stood by all persons engaged in said campaign and all voters at said election that if the said elec tion should result in favor of said . bond issue the said two hundred thousand dollars should be spent upon the public roads of the sev eral townships in Watauga Coun ty in such proportion as the property valuation in the said several townships here to the property valuation of the whole county, and WHEREAS, "said election re suited favorably for said bond is sue and the said jjbonds of Watauga coianty in the sum of two hundred thousand dollars were issued and sold and road construction work begun, and WHEREAS, on account of the rising cost of construction it was found to be impossible to carry out the whole original road pro gram and therefore the said' two hundred thousand dollars was spont upon the roads of several favored townships and not in the proportions originally intended, and WHEREAS, it is desirable to authorize the raising of public funds sufficient to improve the roads in these townships of Wa tauga County which have not re ceived the intended benefits un der said bond issue in snh m?n ner that there may be finally reached a conrtitjon where 'the road funds expended in any town ship in. Watauga county under the authority of this act and un der the bond Issue herein before referred to shall bear to the total sum of said road funds the same proportion that the taxable prop erty valuation of the whole coun ty, now, therefore The General Assembly of N. C. '.Do Enact: Section 1. That the board of county commissioners pf Watau ga county is hereby authorized, directed and empowered to levy and collect annually, at the same time and in the same manner that the other county taxes are levied and collected, a special tax on : all real and personal property in Watauga county not to exceed 20c. on the $100 vahationof such property. The said tax so levied and collected shall be deposited with the treasurer of Watauga , county to be kept separate and I Spftrt .from the other c-ountj . funds and to be used for the con- ; structlon and repair of the pub lie roaas in watauga county as is hereinafter provided and for j. any other purpose whatsoever, I ,Sec.-2. The board of county commissioners of Watauga coun ty is hereby authorized, directed and empowered .to issue the I bonds of Watauga county in such j amount and at such time as shall be deemel necessary by said 1 . ! ? board id order to carry out the v prosisi ms of this act. Thev said bonds shall be for a term ofyears not to exceed thirty and shall bear interest not to exceed 6 per cent and shall be issued and sold in the same manner a's other mu nicipal bonds are issuedand sold. The proceeds arising from the sale of the said bonds shall be used for the purpose of construc ting public roads in Watauga county in accordance with the -provisions of this act hereinafter stated and for no other purpose whatsoever; Provided, that the bonds issued under this act shall never exceed one hundred thou sand dollars in amount and the purchasers of such bonds shall not be required to see to the ap plication of the proceeds; Provi ded, fu'tner, that all necessary costs and expenses incurred in the issue and sale of said bonds shall be paid out of the proceeds arising from said sale. Sec. 3. That in casebonds are issued under the provisions of section two of this act the board of county commissioners of Wa tauga county shall annually thereafter ievy upon all real and personal property in Watauga countya special tax sufficient to pay the interest on said bonds and to create a sinking fund suf ficient to retire same at maturi ty. The said special taxes shall belevied and collected at the same time and in the same man ner as the other taxes of Watau ga county are leyied and collect ed and be paid over to the Treas urer of Watauga county to be held be he held be held by him separate and apart from other county funds and to be used for the purpose stated in this sec tion and for no Other purpose whatsoever. The special taxes au thorized in this section shall bo in addition to the special tax au thorized in section one of this act and shall b in no way affect ed by section one of this act. Sec. 4. That all funds arising from the levy of the special tax authorized in section one of this act or from the sale of bonds au thorized in section two of this act or arising from both sources shall be used and expended bi tiie boaul of coiuuy eouiuiis .-.loner oi waiiiua county lor the construction and repair oi the public roads and bridges in Watauga county in such manner and in such amounts as to dis tribute properly among the sev eral townships the expenditures of public road funds in Watauga county from and after the year 1917 in order that the purposes of this act may be properly car ried out in accordance with the desire set forth and expressed in the preamble of this act; in other words, the said funds shall be expended upon the construc tion and repair of the public rds of each of the townships of the County which have not in the past four years had expended upon them public roads funis which bear to the to'al amount of public rood funds spent in Wa tauga county during the said per iod the same proportion as the taxah' property valuation of the sard township bears to the taxa ble property valuation of Watflii- g,V (' I .J . . The Board of County Commissioners shall not expend any of the funds rais ed under, the provisions of this I act up n the roads of an town ship of Watauga County which may have received more than its I proportionate part of the btnefita of the bond issue referred to in the preamble of this act. ; ( Sect. That all funds raised under the provisions of this act for expenditure upon the public roads of Watauga county shall be expended by the road com mission of said county or by such other body as may ..have control of the road construction work' in said county, but said funds shall be expended. in such townships and in such amounts as shall be directed by the Board of County Commissioners of Wa tauga county. Sec. 6. That at any time after the ratification of this act, a ma jority of the qualified voters of any township in said county, which has received no part of the two hundred thousand dollars resulting from the bond issue mentioned in the preamble of this act or of any township in the county which has not received all of its proportionate part of said money, may file with the board of county commissioners, a pe tition signed by said majority of the qualified voters of the said township, which petition shall set forth the amount Xhat the said township was entitled to re ceive from the aforementioned ex nenditures on the public roads of said township from said two hundred thousand dollars ($200, 000.00) and setting forth that the said .township has not received its proportionate part of said ex penditures, upon receipt of which said petition, the said board of county commissioners shall as certain what amount the said township is entitled to have ex pended upon the public roads of said township in orner tocary out the purpose of this act as set forth in the preamble and there upon said board of county com missioners shall issue the bonds of Watauga county as is provided lor in section two of this act and shall direct the expenditure of the proceeds of said bonds upon the public roads of said town ship from which the aforesaid petition came. Sec. 7. That this act shall be iu force from and after its ratiti cation. "BEAUTIFUL BELLS" . Last Saturday there was taken to Blowing Rock a peal of hand some bells for the Stringfellow Memorial church at that place. There were four of the bells and they were unusually handsome. They weighed with their hang ings, 4,000 to 5,000 pounds. They each bore appropriate dedicatory inscriptions, one of the largest being dedicated to the memory M the men from Watauga county who lost their lives in the great war and a thank otfering for those who served and were spar ed to return to their homes. One is dedicated to the . memory of the parents of Mrs. W. W. String fellow, in whose memory the church was erected; one to the memory of the parents(we think) of Mr. Elliott Daingertleld, the artist vvtio gave a Hue painting io thp church, and the other one is l.'dicr d to the "Joy of the cot inunitv, iie uplift Of nmtcii-d and iionoi" of religion." Perkins.) -Kansas City at that time was noted for the number of crooks and swindlers of every descrip tion with which it' was infested. I made it a rule to never form the acquaintance of a stranger and if I had business down town and there was a saloon on the street I invariably took the other side. As soon as Mr. Adams was through with my services I boar ded the train and in fo.ur days time I was home again, having been gone nearly 18 months, had traveled over portions of twelve difierent states, had left with $7.50 and returned with $50.00 in gold, and two good suits of cloth es besides some spending money not counted. I found my parents anxiously awaiting my return, as ray my brother, who now resides in Idaho, had already left on his Western trip. I remyined at home for nearly twenty years engaged in farm ing and stock raising, but all of those years I was hoping for an opportunity to return West as I onged to roam again over those beautiful prairies that I loved so well. In the spring (Si 1885 I return ed to Ft. Worth, with the inten tion, if suited, to make my per manent home there, but the changes that had taken place in twenty years were hard to real ize, rnose oeautiiui prairies were gone and in place thereof were wire fences and cotton field as far as the eye could Jbehold. The little town had grown to a city that claimed 30,000 inhabi tants, with fine railroads center ing there and a Union depot ab out one mile from the courthouse where I had once herded cattle and could have bought the land then at $1.25 an acre. Tho old stone court house was still stand ding Of all the men I had known on ly two was to be found, as all oi them had either died or moved farther West. The 'Uncle with whom I made my home had gont- away. 'It was altogether a differ ent Texas from the one I had itnown years before. So I only made a short visit and sought a more congenial clime.
