Federal Land Band
Now Farmer-Owned
The Federal Land Bank of Colum
bia Is now entirely owned by the
farmer members of the 85 national
farm loan associations and a small
number of direct borrowers in the
Third Farm Credit District, accord
ing to a statement received this week
from Julian H. Scarborough, Presi
dent of the bank, by O. H. Bracey,
secretary-treasure of the North
Wilkesboro National Farm Loan
Association. "The final . payment of
approximately $5,000,000 of the gov
ernment's investmest was rtiade on
May 1." Secretary-Treasurer O. H.
Bracey said.
The initial capital of the Federal
Land Bank of Columbia of $750,000
was provided by the government
when the bank was charted on
March 16, 1917 This capital was
gradually repaid as the national
farm loan associations purchased
capital stock in the bank and by
1928 all government capital has been
returned. During the period 1932-38
the government again invested in
the capital and surplus of the bank
to enable it to meet the tremendous
demand for farm, morgage credit
existing during that time. The bant
has been paying off this govern
ment investment as rapidly as pos
sible and completed payment in full
on May I.
Nearly all of the bank's capital of
some $2,600,000 is owned' by the 85
national farm loan associations in
North Carolina. South Carolina,
Georgia, and Florida. Only a small
amount is owned by farmer bor
rowers who haw obtained direct
loans from the bank. The capital of
the associations is owned entirely
by their farmer members: thus, the
capital of the land bank is indirectly
owned by farmer users of the credit
facilities of the bank and the
associations
The bank has loaned more than
$100,000,000 to nearly 70,000 fanners
since it was organized 29 years ago.
Farm morgages held by the bank
approximate $40,000,000 at this time.
Loan repayments have been at a
rapid rate during the last three
years with more than $3 paid to
each $1 /loaned. "The liberal repay
ment policy of the bank encourages
borrowers to make advance pay
ments on their loans and pay them
in full before maturity which has
enabled many farmers to own their
farms and homes, free of debt, much
sooner than planned." Secretary
Treasure Bracey said.
The North Wilkesboro association
has a farmer-owned capital of
$28, 690.00. all of which is invested
in capital stock of the Federal Land
Bank. The office is located at North
Wilkesboro and handles the making
and servicing of land bank loans in
Alleghany, Ashe. Caldwell, Watauga
and Wilkes counties. a
