Automobile fatalities during the Labor day week-end reached a total of 293 ? 43 more than was anticipated by the Na tional Safety council. The council is alarmed at this rising trend be cause the mott hazardous driving period of the year lies ahead. In a statement here, Sidney J. Williams, director of public safety of the National Safety council, declared that this upward swing in traffic deaths must be halted. "Good driver's license laws, properly administered," said Mr. Williams, "can reduce traffic ac cidents by 20 per cent or more. Such laws are the most effective method of eliminating bad driv ing from the highways because the average driver fears the loss of his license more than any other punishment. "An effective licensing system must be instituded in the var rious 'states to include the care ful examination of all applicants on highway regulations and a driving test given by a trained examiner with sufficient time to test each driver thoroughly, and the suspension or revocation of a license whenever the driver's re cord of accidents or violations, checked by interview and re examination, shows him to be reckless or incompetent. "Only a few states have come anywhere near making full use of these measures," Mr. Williams stated. "Many motor vehicle commissioners who would like to do a better job are handicapped by lack of funds, political pres sure, or the absence of the merit system for examiners and other employes. "The National Safety council strongly supports the efforts of the American Association of Motor Vehicle Administrators, and the recommendations of the President's recent highway safe ty conference for the passage of adequate license laws in all states not already having them."
