What would haD pen if the States' Rights group and Progressives should syphon off enough electoral votes that no presidential candidate getB a majority this fall? | The Constitution says that 'f 268 ',ar!uidate 8 majority, 266 of the nation's 531 electoral votes, then the House of Repre sentees shall choose from the three candidates having the high est number. Each state has one vote for President in a House contest. How it will be cast is decided by tion aj0r'ty the state's delega A candidate must get a maj ority of the state's delegation, 25 out of the 48. What happens if none of the Hn? ?LgCtS a majorlty 'n the House before January 20, when tne Constitution specifies that the President shall take office? The vice president takes over. hJL u n? Praidential candi date has won a majority of the electoral votes it's not likely any vice presidential candidate would (either. When no candidate for vice president gets a majority of th?? j0rau vote' the e?ntest is de-l cided by the Senate. If thef Senate has elected, then the win-' ner acts as President until the Mouse chooses one. What would happen if the two houses became deadlocked and could not elect a President or vice president by January 20? House Parliamentarian Lewis Deschler says that under Public 19l 80th Congress the Speaker of the House would Uke over. The present speaker is Joseph Martin (R-Mass) who is running for re-election. A permanent deadlock ? which has never" occurred? would leave the speaker as President until the next election. ""J186 twice has ch?sen 1825 Sldent- in 1801 and in In 1876 a commission created by congressional act voted 8-to V5 cre?di* the contested electoral votes of South Carolina, Florida Oregon and Louisiana to Ruther ford B. Hayes, a Republic*** He thus was seated over Samuel J. ! 1 lJaen, a Democrat. In the first strictly House test Thomas Jefferson of Virginia was elected over Aaron Burr of New York. Both were Democrats and in the popular election each won 73 electoral votes. It took the House seven days and 36 ballots to settle on Jefferson. Vermont and Maryland finally swung to him after being even ly divided and passing numerous times. Burr became vice president. In 1825 the man with the elec toral votes didn't become Presi dent. Andrew Jackson of Tennessee Cot 09 electoral votes; John SUln2L?<Unu of Massachusetts M, William H. Crawford of Georgia 41, and Henry Clay of Kentucky 37. Nobody had a majority. Adams won with 13 votes in the House to seven for Jackson and four for Crawford. There were only 24 states then. Jackson ran again four years later and won. In 1832 he wns re-elected. Senate elected Richard M. Johnson of Kentucky, Martin X"* Buren's running mate in 1837, the only time it ever was called upon to choose a vice! president There were four vice presiden tial and five presidential candi dates that year. States Rights Democrats their presidential candidate, Gov. S Storm Thurmond of South Caro lina, and his running mate, Gov. Fielding Wright of Mississippi, are certain to get the electoral votes of Alabama (11), Arkansas (9), Florida (8), Georgia (11), Louisiana (10), Mississippi (9), South Carolina (8) and Texas (23). They say they have "high hopes" of capturing Kentucky (11), Maryland (8), North Caro lina (14), Tennessee (12) and Virginia (11). If the INS electoral vote* of these 13 states had been taken away from the late President Roosevelt and his vice presiden tial candidate, Harry S. Truman, in 1944 they still would have won with 276. Some politicians hastily say that if the Republicans elect a majority of the House and the presidential election goes there that Dewey is in. That is not necessarily so. They would have to hold the majority of the seats in a maj ority of the state delegations ? not just a House majority. Ashe Burley Growers io Vote ? Washington ? Growers of the West Jefferson marketing area will vote on October 5-7 inclu sive to determine whether they want free tobacco inspection and grading services, the Agriculture Department anounced this week. All farmers who sold tobacco on the West Jefferson market last season are eligible to vote, and ballots will be mailed to all growers whose names and addresses are known. Those who do not receive ballots may ob tain them from their county agent or from the office of the county Agricultural Conservation Association. To be counted, ballots must be postmarked not later than mid night October 7. If two-thirds of th'.- growers voting approve to bacco inspections. The West Jef ferson market will be ? designat ed to receive free and mandatory tobacco inspection and market news service. This referendum should not be confused with re ferendums held on marketing quotas. WRONG LETTER LEADS TO ALTRA Paterson, N. Ji ? In 1944, Pvt. Louis Carola received a letUr addressed to Pvt. Louis Carola. He opened it but, upon reading it, realized that the letter was not intended (or him. The letter had been written by Sofia Carola, of Patterson, to her brother, Louis, shortly after he -was in jured in the Battle of the Bulge. The wrong Carola re -sealed the letter, inserted a note of apology and mailed it back to Sofia. A correspondence began and re sulted in the wedding of two, which recently aok place. The Farm Bureau is over a million and a quarter farm families, bound together for one common cause ? to work for a fair share of the National Income for all farmers ? Sharecroppers, tenants, and land-owners ? all al ike, operating in forty-five states on the combined judgment of farm peo ple from the county to the state and on to the national office in Washing ton, D. C.; where one of its men meets with every committee that has any thing to do with agricultural legislation. It was organized to form the missing link between the farmers and ex isting agencies working on agricultural problems. Farm Bureau has made it possible for farm people to be recognized as a dominant force in shap ing policies affecting Agriculture. The North Carolina Farm Bureau consists of over seventy thousand members of which approximately four thousand are associate members, consisting of banks, warehouses, and other business firms in this state. The Farm Bureau program supplements rather than competes with private business. Therefore, we solicit the active participation of all the leaders of our State in formulating a sound agricultural program. The Farm Bureau at this time through the County, State, and National Commodity Committees and Boards of Directors; the National office in Chicago and the Washington office with their contacts with the legisla tive and administrative branches of the Federal government is trying to keep 1948 or any future year from being another 1932 by securing the en actment of a sound, permanent farm program which will enable farmers to continue as well as expand their soil conservation practices and obtain fair prices for their products.
