Shu ford of Asheville, N. C-. today introduced a bill in the Houie which would increase barley acreage allotments 10 per cent. ' He explained It would restore the i acreage cut made on the IMS crop. Referring to his proposed in crease, the Congressman said it appeared that consumption of bur ley had increased, due partly to the use of filter tip cigarettes and, consequently, it seemed advisable to increase acreage allotments. Today also, U. S. 8m. W. Kerr Scott of North Carolina introduc ed in the Senate a bill which would put tobacco controls on a combination a e r • a g e-poundage basis, starting with the 1M8 crop. The bill also would authorize the Secretary of Agriculture to catl * referendum on the proposal. It would affect afl types of tobacco. Shuford's bill docs not refer te any system which would include a poundage base and refqpi only to burley allotments. It does not call for a referendum. Scott's proposal would be sub ject to approval of twotMrds of the producers voting in a referen dum on the issue. The bill would give the Secretary of Agriculture authority to call S referendum on acreage-poundage controls at, his discretion, whenever -lie deter mines increased yields per acre have' contributed to surplus stocks. Scott explained the system would work like this: . Acreage controls would remain as they are. Each farmer would be assigned a poundage quota. The poundage quota would be computed for each farm on the bail* of pact produc tion history and the normal coun ty yield. If a farmer producei more than his poundage quota on his alloted acrea, he sells the excess without a cash penalty—but he take* a proportionate cut in poundage and acreage allotments the next year.
