Mayor's Beautification Committee
Names Officers, Offers Suggestions
The Mayor's Committee lor
Town Beautification named Dr. I.
W. Carpenter chairman and Mrs.
Tom Winkler secretary, at its first
meeting recently. The other mem
bers of the committee attending
the first meeting were Conley*
Yates, Ted Pease, and Mrs. B.
W. Stallings.
The objectives of the committee
will be to create an interest in the
beautification of the Town of Boone
by civic club*, businesses, residents
of Boone, and environs. To this
end the committee will work. Dr.
CarpeAer said.
The following recommendations
were submitted by the Town Beau
tification committee and approved
by the Town Council:
1. Town Council to install8 or 10
trash cans on King street. Cans to
be used for litter, and not as gar
bage cans by residents along the
street.
2. Ordinance against damage of
municipal trees be strictly enforc
ed, and fine of $80 be collected
and used to replace damaged trees.
3. That the county sanitarian ac
company garbage collector and in
spect disposal of garbage. Sani
tarian to require all families to
have sanitary garbage disposal
practices and that offenders be
warned to get and maintain ade
quate garbage disposal containers.
4. That each merchant have
responsibility of having the side
walks cleaned each morning by
nine o'clock in front of place of
business. Each property owner or
leaseholder be responsible for
cleaning around buildings and va
cant lots and a town ordinance put
in effect $80 fine or the Town
Council hiring someone to clean
up said property and property own
ers billed for clean up.
8. That the committee study the
planting of trees in the Town of
Boone, with immediate attention
given to replacing trees recently
removed, and the topping of trees
to be discontinued.
6. That utility companies plan
within the next few years or as
soon as possible to remove all
wires from King street.
7. That women's clubs continue
flower plots.
8. Beautifying trailer parks. ~~
9. Filling stations keep signs off
grass plots in front of stations.
10. Continue "Operation Dog
wood."
11. Improve town entrances.
12. Each family plant tree to be
decorated at Christmas time.
13. That the Town of Boone
wash streets regularly once a week
on Friday morning.
14. That the Town of Boone
gradually add more street lights,
especially on Appalachian street.
Freeman Takes Step
To Aid ASC Program
Secretary of Agriculture Free
man has taken steps to strengthen
farmer operations of ASC farm
programs by (1) eliminating coun
ty and community election boards.
ASC County Committees will now
conduct committee elections. (2)
Officers of general farm organ
izations now become eligible to
serve as county committeemen and
(3) The ASC county committee
now has the authority to assign
duties to community committee
men.

WHEREAS, the general health and welfare of our
citizens depend upon wholesome surroundings arising
from good living conditions, and
WHEREAS, the lives and property of our people are
endangered by fire caused by the cluttered conditions in
homes, factories, alleys and streets, and
WHEREAS, unity of effort is required for the fu
ture development of our community.
THEREFORE, I, HOWARD J. COTTRELL, MAYOR
OF THE TOWN OF BOONE, do hereby designate May
1, 1901, as official opening day of the Clean up-paint up
fix up program, and call upon all departments of the
Town, its commercial organizations, civic clubs, churches,
boys' and girls' clubs, and all other associations, and our
people in general to take an active part in this construc
tive program for community improvement to insure its
success.

Medical Society Reiterates
Its Support Of Blood Plan
A spokesman for the Watauga
County Medical Society empha
sized the medical society's whole
hearted support and cooperation
for the Red Cross Bloodmobile
which will be in East Hall at Ap
palachian State Teachers College
today (Thurs.) between the hours
of 11:00 a. m. and 5:00 p. m.
Through the Red Cross Blood
program, banked blood is avail
able 385 days of the year to pa
tients hospitalized in the county
and for those covered by blood
credits who require hospitalization
outside the county. By participa
tion in the blood program and do
nation of blood at the time of the
bloodmobile visit an individual can
-raflace any Mood owed by a mem
ber of his family or by a friend
and also establish blood credit
for himself and for his immediate
family for a period of six months.
Emergency donation of blood at
the Watauga Hospital or partici
pation in an industrial type group
blood contract also insures an in
dividual and his family of blood
credit.
The medical society spokesman
emphasized the value of having a
large number of persona typed and
carrying identifying blood type
cards in the event of a civil de
fenae disaster and for the personal
benefit of the donor in the event
he incurs accidental injury or
acute illness requiring receipt of
blood.
The public is urged to partici
pate as fully as possible in this
tremendously important program.
PRESIDENT'S NATO STAND
President Kennedy has pledged
the United States will strengthen
its conventional military forces in
NATO and also maintain an ef
fective nuclear war weapons capa
bility.
In apparent response to fears
that nuclear war might be set off
unnecessarily by trigger-happy re
sponse to small-scale aggression,
the President stressed the United
States' determination to keep all
its own forces under high command
control at all times.

The Post Office Department has
announced plans to add 10,000
regular employees to its payroll by
limiting the hours substitute em
ployees can work.
Substitute workers will be limit
ed to 40 to 44 hours a week,
effective July 1. Regular career
employees are limited to an 80
hour biweekly paycheck.
Postmaster General J. Edward
Day said some substitutes have
been working so many extra hours
that their jJay checks have been
double-sized.

office parking area and signed
the Sword of Hope scroll. Stanley
A. Harris stood in for the local
chapter of the Cancer Society.

L. Sprinkle, Winston-Salem, presi
dent of the North Carolina Moose
I Association. Gene Powers, field
representative of the American
Cancer Society, accompanied Mr.
Sprinkle. J. C. Cline, who la head
ing a Moose movement in Boone,
was also present.
Governor Terry Sanford, a mem
ber of the Raleigh Moose Lodge,
started the cancer sword on its
way when he presented it to Mr.
Sprinkle. The caravan began at
Manteo on April 1, and ended
its trip at Murphy on Saturday.
The caravan covered 2,500 miles
and made 100 stops for the cere
monies to si^u the Sword of Hope
scroll.
