Thursday, the Senate Commit
tee on Election Laws and Legis
lative Representation reported
favorably a committee substitute
for SB 10, the bill regulating
absentee voting. The commit
tee substitute was adopted and
the bill passed the Senate Fri
day. The bill retained most of
the features of the original and
was endorsed by Chairman Jos
lin of the State Board of Elec
tions s* workable. Prospects for
the bill were improved in the
House as Speaker Blue issued
a statement in support of the
original bill; some House mem
bers have been seeking to make
significant changes in the orig
inal.
Highway Safety
Highway safety continued to
he ? popular subpect of new
bills. SB 273 (HB 927) estab
lishes a chemical test of the
breath (to determine alcohol
content of blood) of drivers be
lieved to be intoxicated. One
who drives on the highways is
deemed to have consented to
the test; if a person refuses to
take the test, his driver's lic
ense must be suspended for six
months. The results of the test,
or the refusal to submit to the
test, are admissible in court.
SB 244 limits the authority
of the Commissioner of Motor
Vehicles to suspend or revoke a
driver's license for offenses com
mitted in another state, by spec
ifying that the commissioner
may not suspend or revoke a
license when the out-of-state of
fense consists of speeding be
tween 45 and 70 mpb while op
erating a for-hire vehicle or
combination of vehicles exceed
ing 20,000 pounds gross weight.
SB 253 requires the Motor
Vehicles Dept. to suspend the
driver's license of a person un
der 20 who commits more than
one moving violation. Suspen
sion results for the first viola
tion if it results in an accident
causing property damage or per
sonal injury.
SB 258 protects the Good Sa
maritan. It provides that doc
tors, nurses, or other persons
who render emergency aid to or
obtain hospitalization of the vic
tim of an automobile accident
or other emergency are not lia
ble in damages for their acts
or omissions, and are not liable
for hospital bills.
SB 288 authorizes highway pa
trolmen add local offieen to
issue "warning repair orders"
to owners of motor vehicles hav
ing defective, improper or in
adequate safety equpiment. The
motorist has ten days in which
to correct the dfecet and pre
sent the warning and his cor
rective action for inspection.
HB 541 requires the Dept.
of Motor Vehicles to suspend
a driver's license for speeding
in excess of 15 miles per hour
over any posted speed limit
fixed by or pursuant to GS 20
141; suspension is already man
datory in specified instances;
this bill broadens the applica
tion of the suspension mandate.
HB 501 repeals the compul
sory motor vehicle liability in
surance law.
Education
Two different money bills,
each authorizing the issuance of
$100 million in ?chool construc
tion and improvement bond*,
subject to a vote of the people
of the state, were Introduced
during the weeks.
HB 489 sets out specific al
locations to each county; funds
would be expended under the
direction of the State Board of
Education, for needs determin
ed by that board, the county
commissioners, and the local
school board, with the commis
sioners .controlling in case of
disagreement.
SB 262 (HB 514) allocates
the funds to counties and ad
ministrative units therein ac
cording to average daily mem
bership figures. Funds would
be made available by the State
Board of Education, when the
local unit submitted an approv
able plan of school organization
and a plan of expenditure, for
construction, improvement and
renovation of school facilities
and for purchase of necessary
equipment.
SB 280 (HB 310) appropriates
to the counties a sum equal to
15% of the annual sales and
use tax net proceeds to be used
for purchase, construction (etc.,
of school plant facilities.
Counties, Cities And Towns
SB 254 may facilitate munici
pal rubbish collection. The bill
allows a truck to tow as many
as three trailers for the purpose
of collecting refuse and rubbish
in municipalities, provided the
total length of the "trailer
train" combination does not ex
ceed 50 feet. HB 510 specifies
that the Insurance Commission
er, in exercising his duties in
enforcement of the State Build
ing Code, shall work in cooper
ation with local officials and in
pectors.
SB 286 authorizes boards of
county commissioners to de
termine the most suitable di
visions for keeping tax records.
HB MO reduces the present four
divisions of tax records under
GS 105-323 (whites, colored, In
dian, corporate) to two (indi
viduals and corporate).
Miscellaneous
SB 282 and an unnumbered
House Resolution both request
the president of the University
of North Carolina and the Chan
cellor of State College to re
study the question of the Dixie
Classic and to report back to
the respective houses by Hay 10.
The House resolution passed
that body; the Senate resolu
tion was referred to committee.
HB 507 appropriates funds to
permit two one-step increment
salary increases for full-time
State employees under the Per
sonnel Act.
ON DRUG ABUSE
An advisory group told Presi
dent Kennedy that seven steps
?hould be taken to tighten con
trols on drugs that numb,
knockout, addict, depress, hy
pnotize, pep up, calm down or
hallucinate.
In receiving the report, the
President said. "It begins to
open the door to understanding
about users of narcotics and
abusers of the law and suggests
forcefully the dangers which
confront the American people
in this difficult area.
N. C. Colony
Has Picnic
Winter Beach, Fl?. -On April
7 the Colony had a picnic. Mr.
and Mrs Ira Edmiiten were
kind enough to offer the use of
their carport. Twenty - three
were present. Mr*. Ailie Shull,
being the oldest one present,
asked -God's blessing on our
food.
Now that spring has sprung
we Tar Heels are getting anxi
ous to see those good old North
Carolina hills. Severnl will be
gone by the time this is in
print.

have made such progress that

ple overnight, and serve at least
one meal to thetn, and take
