eign service, came to an end
when the Philippines formally
terminated a 17-year-old ar
rangement under which the
United States protected Philip
pine interests in countries such
as the Soviet Union where the
Manila Government had no
diplomatic representation.
The notice thanked the Unit
ed States for its service and
said that the service was no
longer needed.
