• INCUMBENTS N. C. CONGRESSIONAL DISTRICTS Watauga Is Now In 10th District The com promise plan accepted by the General Assembly for realign ment of North Carolina's 11 congressional districts ap parently will insure the election of six Democrats, three Republicans and leave two seats dangling under the question mark. The approved redistricting bill actually is more beneficial to the Democratic party that the one originally passed by the Senate and is closer to what the federal court demanded than the measure drafted by the House. There now is only one district - the 9th - that the court could point to as having "tor tuous lines." This starts in Mecklenburg, juts out to include Lincoln, and bends back to em brace Iredell and Wilkes. It stretches from the South Caro lina line to within 20 miles of the Virginia border. Under the new realignment, which the court probably will accept, the 1st District remains unchanged, wrapping up all the eastern counties from Pitt to the Atlantic Ocean. Traditionally this has been Democratic country and popu lar Rep. Walter Jones should easily gain re-election, regard less of whom the Republicans offer and despite the General Assembly defeat of a bill to give East Carolina College sep arate university fetatus. East , Carolina was made a regional university. The 2nd District reaches from Person County to Northampton, both bordering the state of Vir ginia, and dips as far south as Wilson County. This is Demo cratic land with incumbent Rep. L.H. Fountain well in control. • Included in the new district is Nash County, home of Repub lican Rep. James Gardner. But Gardner has said time and again that if Nash was tom ! away from the 4th, he would ; move to Raleigh. More about ; that later. • The 3rd District remains vir • tually unchanged with Demo cratic Rep. David Henderson of Duplin County assured of re election. Now to the new 4th District of Wake, Durham, Orange, Chatham and Randolph coun ties. If you take the vote from the 1966 election, these counties show 55,776 Republicans and 47,172 Democrats. A close race either way. But when you match, incum bent Democrat Nick Galifana kis of Durham, a young, popu lar politician, and James Gard ner, a young popular Republi can, you have a draw. Durham will go for Galifiana kis. Gardner would have to car ry Wake in the same fashion he did against the aging Demo cratic Rep. Harold Cooley and run strong in Randolph and Chatham. Of the five counties in the new 4th District, four went Republi can in 1966 and only one - Dur Says No Hom< Without Man’ Dog lovers will tell you that no home is complete without one of “Man’s best friends.” Whether you fall into this group or not, chances are good that for one reason or another you do have a dog. If you give your dog reason ably good care, you will be rewarded by having a healthy animal. A puppy requires more atten tion than a grown dag. He should have a clean bed, raised off the floor and placed where it will be free from drafts or excessive heat. He should have access at all times to clean water. Place his bed away from household traffic so he can catch up on his sleep and grow. Be sure his bed is large enough. If he sleeps in the house, you will want to keep his litter in a clean bag so that it won’t get caught in his coat and be dragged all over the house. BHHHI ham - went Democratic. Here is a question mark and the makings of one of the most in teresting races in North Caro lina in years. The new 5th District will have no incumbent. It embraces the eight counties of Ashe, Alle ghany, Surry, Stokes, Yadkin, Forsyth, Davidson and Davie. Past records indicate this lineup should make for Re publican victory. In 1966, Ashe, Alleghany, Sur ry, Yadkin, pofxilous Forsyth, Davidson and Davie went Re (fcibiican. Stokes went Democrat by 103 votes. Using the past election as a ruler, the vote was 59,705 Re Publican and 47,186 Democrat. The 6th District includes Guil ford, the home of Democratic Rep. Horace Kornegay, and this is another shoo-in. The 7th District sets in the same pattern - Democratic in cumbent Alton Lennon is home ; Is Complete 5 Best Friend very sure that all his bedding is clean. It may be that your pup may not be as clean as you would like for him to be. However, bathing a young dog can have serious consequences. Use one of the deodorizer-type sham poos on him, along with a good brushing. Make sure he does not become chilled. An older dog can be bathed once a month, but no more often than this. If necessary, use a deodorizer in between times. Larger dogs need exercise to maintain health and body tone. The 8th District will be with out an imcumbent and this could be another victory for the Re publicans. The district includes the coun ties of Rowan, Cabarrus, Stan ley, Union, Anson, Montgome ry, Richmond, Scotland, Moore, and Lee. Of these, only Scotland and Lee, where there was no Repub lican opposition in 1966, voted Democratic. Rowan went three-to-one Re publican, Cabarrus almost two to—1, and the other by margins of 3,000 to 300. The 9th is all wrapped up for Republican Charles Jonas. Thii is solid GOP land and nothing can upset this routine. The 10th, as redrawn by the legislature, will throw Republi can incumbent James Broyhill against Democrat Basil White^ ner. The personalities of the two men make this a question mark in 1968. Bray hill, however, has seen most of his political strength drained away by redistricting. He has lost eight Republican counties, three of which voted 3-1 for the GOP in 1966. He is left with only three counties that supported the Re publicans In the last election - Caldwell, Avery and Watauga. Whitener, meanwhile, has his home county of Gaston, plus the Democratic stronghold of Cleveland, and the marginal counties of Catawba, Burke and Alexander. These pivotal counties went Democratic in 1966, but only by margins of 1,500 or less. The 11th District remains vir tually unchanged and incumbent Democrat Roy Taylor, despite pressure in 1966, should win again. Harry L. Graham, in testi mony prepared for delivery to before die House Agriculture Subcommittee on Rural Devel opment, said that “a stand-off on rural America’s problems" is no substitute for victory. In his 22-page statement to the subcommitte, Graham re viewed “a whole series of' legislative acts” passed since 1960 and "designed to improve the lot of the one-third of our population still living in areas defined as rural.’’ Despite these programs, according to Graham, an im balance has grown between rural and urban income “re sulting in an imbalance of services to rural America, especially in the fields of education, health, and sani tation.” He said “There exists a lack of trained personnel available to rural people at prices they can afford.” OPPOSITION ON ARMS AID There appears to be growing sentiment to cut foreign arms aid among the members of the Senate Foreign Relations Com mittee. It may attempt a cut back on the grounds it has failed to preserve peace. DEBT LIMIT SET The Senate passed and sent to President Johnson a bill raising the national debt limit to $358 billion which took effect July 1.
