chest organization?
1. Membership in the chest may
tend to diminish the agency’s sense
of responsibility and initiatve.
2. In exceptional cases control of
social services may become vested in
a small group, and tend to be arbi
trary and dominated by the dollar.
3. Immunity from specific appeals
may lessen the giver’s personal inter
est and personal knowledge concern
ing individual organization and their
special programs.
4. Pioneer efforts for new or more
effective services may be discouraged.
Must a giver pay has pledge in cash
in advance? No. He may pay any
time during the year to come, in
semi-annual, quarterly or monthly
installments. Wage earners usually
authorize the collection of their
pledges by deduction from their pay
envelopes for a specified number of
pay-days.
May he designate his pledge for a
particular agency ? Almost all chests
permit designations and a few en
courage them. The policy usually
follojved is that if an agency budget
,is “over-designated” the over-desig
nation reverts to the chest general

the chest raises funds. In such an
event the solicitation plan is usually
submitted to the chest for approval.
