(Continued From Page One) Indian Affairs and then calmly dis misses a request for $1 billion—that’s right, one billion dollars!—for the Veterans Administration with the single entry: “Salaries and Ex penses.” In Government accounting the Commission revealed that literally tons of vouchers arrive by freight car loads in Washington for auditing by the General Accounting Office. Storage costs for this mass are tre mendous. The Commission recom mended that this checkup be made by the departments concerned in the field. Moreover, it is said a simple “spot check.” would do the job with out examining every one of the mil lions of vouchers. The mission of the bipartisan Hoov er Commission was to delve into this and some 24 other problems of gov ernment and make recommendations for economy and efficiency. You may be'surprised to learn that, under the system in use, there is no i formal accounting plan for the gov i eminent as a whole, and no place i where an overall picture of govern ment finances can be found. In this connection, the report points out that there is no person charged with the duty of preparing such a plan ncr anyone with the authority to install one. To the average man this will seem backward and confusing. But more of the same sort is to come. Some of the agencies, the Post Office, for instance, do tot keep their own ac counts and the Postmaster General himself could not tell you, within eight months of a given date, the financial standing of his department. But while lax in its own account ing the government is very demand ing in its regulation of private en terprise.
