C., on October I®, 'went on record as adopting a resolu tion, favoring the passage of five amendments to the Constitution of North Carolina; these amendmens will be voted on in the general election on November 7. The first amendment will pehiiit a defendant, when represented by coun sel, to waive indictment to all except capital cases; the second amendment is designed to restrict the use of funds of teachers and state employees re tirement system to the purpose of the retirement system. Amendment three provides for the increase of pay of the members of the General Assembly to sls per day, not to exceed 90 days; Amendment four, provides that the number of Judicial Districts may bei increased or decreased, and for the' election of one or more Superior Court Judges for each district; Amendment five will provide for the selection of Special judges not as signed to any judicial district, and , defining their jurisdiction and provid- , ing for their compensation. The First District Bar Association, \ according to the resolution released by A. P. Godwin, secretary, believes that the passage of each of these , amendments will promote general in- • terest and public welfare Os the citi zens of the State and the Association ( recommends to the voters of the dis- . trict that they vote in favor of each of the proposed amendments.
