Just when it looked as though the bill would be killed, it was referred to a subcommit tee for study, but prospects for its future look dim. At the same meet- this committee voted overwhelm ingly to give unfavorable reports to the bills calling for repeal of the 1947 anti-closed shop law. North Carolina highways to the pre-4949 level, and in the case of 2-axle trucks even below that figure. If passed this bill would also eliminate the present law’s tolerance of 5% more ® than statutory limits and increase penal ties for violations at the new limi tations. The Senate roads committee has not yet discussed the biU. State Taxation Last week the finance committees received one concrete proposal de signed to increase state revenues, and this week they received the promise of another. Both plans suggest reinstate ment of taxes once imposed by the state and later removed. ’Representa tive Uinstead offered a Revenue Act amendment last week to tax theatres at the rate of 3% on their gross re ceipts, a tax Governor Scott has esti mated would yield $537,074 a year. There has been no legislative dis position to oppose the governor’s view, but this week Rep. Umstead proposed the appointment of a 7-man commis sion to study the factors involved in setting up an independent prison sys tem, as well as the evils reported in the present system and how to elimi nate them.
