WASHINGTON—The *pace in the
Congress was stepped up to a con
siderable degree last week. In the
Senate, the reorganization plan for
the Department of Agricultural was
approved, as waa this proposal for
a so-called “single-package” appropri
ations bill.
I voted for the single-package ap
propriations bill, but I was not in fa
vor of the reorganization plan.
The reorganization plan was ap
proved on a party-line basis. Only
’one Republican voted against it, even
though many of those who approved
the plan last week had been vigor
ously opposed to the very same plan
a few years ago when it was present
ed by the Democrats.
I felt—and I still do —that the plan
places too much power in the hands
of the Secretary of Agriculture, and
will allow him to act in a very broad
way in dealing with our agriculture
program. Mr. Benson has given us no
idea of his intentions with respect to
our farm program and I am a bit ap
prehensive as to how our farmers.
in North Carolina will fare under j
some of the experiments Mr. Benson
may choose to undertake.
In studying the various matters
coming up in the Senate, I think it is
always well for us to remember that
ours is a government of laws, rather
than of men. I believe that Mr. Ben
son should have been willing to spell
out to the Congress his intentions.
And I think Congress should have re
fused to give up any of its powers
and authority.
But the Republicans thought differ
ently. Let us hope that Mr. Benson
proceeds with caution and wisdom—
and the understanding that he must
not take any chances with our farm
program which, after all, is the key
to our whole economy.
THE BYRD.BILL
Senator Byrd sponsored the single
package appropriations bill, and with
him in its sponsorship were 49 other
Senators. Senator Byrd contends that
this change in the procedure will make
it possible for Congress to examine
more carefully the money it is ap
propriating, which everyone agrees is
desirable.
There was some opposition to Sena
tor Byrd’s proposal. This same idea
was tided rather unsuccessfully some
years ago, and the Congress thereaf
ter returned, to the old system. Per
haps this time it can be done more
efficiently.
At any rate, a large majority of the
Senate thought it ought to be given

at least 10 billion dollars to national commerce. \

AN ULTIMATUM
The Senate Appropriations Commit
tee last, week attached a proviso to
the money bills for the State, Justice
and Commerce Departments that if
Red China is admitted to the United
Nations—then no U. S. funds will be
made available for the operation of
the U. N.
Regardless of what one may think
of that action by the committee, it
certainly would seem to be an incon
gruous situation for us to be spending
our money, and giving the lives of our
young men, to fight Communism and
Red China—and at the same time help
finance an organization in which Red
China’s Communists exercise the pow
er of a vote.
LEGION RIGHT AGAIN
The American Legion has again
stepped out boldly, as have other pa
triotic organiaztions, in opposing the
President’s plan to bring an additional

before the Senate Committee hearing
; on this bill, warned that to take in
; these extra Europeans so rapidly
■ would be a security risk. The Legion
; pointed out that even if efforts to
> screen the immigrants were 99 per
1 cent accurate, the one per cent error
i would mean that about 2,500 subver
-1 sive and disloyal people would be ad
- mitted.

Statesville also appeared before the
committee last week to oppose the
l idea. Senator Mitchell represented
• two well-known national groups—the
8 American Coalition and the Patrio-
