ShXTION ONE- Total And Diverted; Acreage Allotments Off’ss Farm Program Farmers Urged to Con tact ASC Office For Information Tho previously announced “total acreage allotment” provision of the 1954 Farm Program has been abol ished, says J. M. Price, county office manager for the Chowan County Ag ricultural Stabilization and Conserva tion Committee. The program as previously announce, ed required compliance with all in dividual crop allotments as a condi tion of eligibility for price support on any crop. In addition, for those farms where more than 10 acres would be diverted from allotment crops, (di verted acres is defined as the decrease from 1953 plantings of allotment crops to 1955 allotments), the further provision of the “total acreage allot ment" was to apply. Fatal acreage allotments would have, served to limit the production of “market” crops to the 1955 allotments of allotment crops | plus the 1953 acreage of other crops. This “total acreage allotment" is the provision which is eliminated. Under the revised program farm ers are required to comply with in-, dividual crop allotments to be eligible, for price support on any crop for which price support is available in 1955. In Chowan County these crops are tobacco, cotton, peanuts and corn. There are special provisions with rp-j gard to two crops, or groups of crops. One applies to commercial vegetables and the other to wheat. | The 1955 harvested acreage of vege tables. Irish potatoes and sweet pota toes (for the fresh market or process-j mg) and dry edible beans must not, exceed the average acreage of these j crops planted for harvest on the farm in 1952 and 1953. If the harvested acreages of these crops do exceed the 1952-53 base, the producer is not eligi- i ble for any of the crops price sup-, ports which are available in 1955. even if he has complied with the individual crop acreage allotments established for his farm. This provision is in-; tended to give added protection to the . commercial vegetable and potativ growers, who are especially vulnerable to the possible adverse effects of j shifts in production. Smaller wheat plantings, not more than 15 acres, are excepted from the' cross-compliance provisions. If pro-; ducers fail to comply with wheat al-> lotments which are under this “15 j acre" figure, they will not be eligi- j ble for wheat price support, but they will not lose their eligibility for sup-' ports on other crops for which they have observed; all allotments. How ever. compliance with all crops allot ments (including smaller wheat allot ments) is a condition for eligibility for Agricultural Conservation Pro gram assistance, . The Secretary of Agriculture point-! ed out that his decisions follow, a so-1 ires of regional meetings in drought areas and consultations with farm or ganizations and farm leaders, that the modifications of earlier actions are based on recent dec'sion.- of the 83rd Congress which could,not with certain ty be determined at the time the ear lier, actions were taken, and that bis decisions follow the pattern set in the new farm legislation toward farm programs with greater flexibility, fewer controls and greater freedom for farmers.
