SECTION TWO— LTown Council Proceedings Edenton, N. C. September 14, 1954. The Town Council met this day in regular session at 8 P. M. Members present: Mayor Leroy H. Haskett, J. Clarence Leary, John Mitchener, Jr., Clyde Hollowell, George A. Byrum, J. Edwin Bufflap and G. M. Byrum. Motion was made by John Mitchen er, Jr., seconded by J. Edwin Bufflap, that the motions made at the special meeting held on September 8. 1954, relative to a letter to the United l lece Dye Works be rescinded. Motion car ried. Motion was made by John Mitchen er, Jr., seconded by J. Edwin Bull lap, that the following letter be s -nt to the United Piece Dye Works as a tentative proposal for the furnishing of water and sewage disposal Gentlemen: You have visited m our Community with the view "f placing a plant here similar to your Charles ton, South Carolina plant and we are glad that you are favorably impress ed with our community and our facili ties. We have visited your plant in Charleston and find it to be the type of operation that we would like to have in the Edenton area and you are a very fine company which we should like to have for a new neighbor. We understand that you are likely to employ about lo() persons, most 0.1 whom are male employees and that you are in the textile dyeing and fin ishing business doing a commission type of job. We understand that your normal operations are around the clock five days a week and, subject to economic conditions, that you work generally about a 50. week year. We understand that most of the employees will be white and that you would con template a wage structure which would not unbalance the prevailing scale in this general community. You have mentioned that your fur ther requirements are: 1. Adequate electric power which is available either through Virginia Elec tric Power Company or through the Edenton distribution system. 2. A plant site outside the city , limits in a clean neighborhood acces sible by highway and accessible to railroad facilities’by the extension of . existing lines. 3. A water-supply capable of deliv ering up to 3 million gallons per 24 hours. We can take care of your require ments for electricity, plant site and water supply and have employed the services of a consulting engineer to advise us on capital costs and pro duction' costs in connection with the increased facilities , which we will need to construct in order to take care of your needs. We have further discussed, with the Norfolk Southern Railway Company the need of a siding into a new industrial development which i- being planned in the area of your new plant and we shall lend ,"!• offices and services toward induc ng the Norfolk Southern to go ahead itli this spur track at no expense to to-- industries involved. Since you are- guaranteeing the full amortization of the capital cost and are further guaranteeing the in terest on the notes, vou are therefore underwriting the entire program. We feel therefore, that should we desire to use water from the facilities that we should pay you for this water at your cost hut not to exceed $12.85 perj million gallons. 6. You are to retain and aeriate the effluent in a settling basin for a per iod of 24 hours before depositing it in the effluent line at a constant and controlled rate. j 1. Should the N. C. State Laws re-! quire treatment of effluent and our sanitary sewage before disposal in | sound, creek, or river water, then the Town of Edenton will assume the re sponsibility of disposing of the efflu ent at a cost of $ll.OO per million gal lons. 8. You will be permitted to install pumps of such design and snecifica tions as your engineer may direct at the clarified water reservoir and pump the water to your plant at your own expense. 9. We will run to your plant at no cost to you an adequate pipe line for notable and sprinkler water supply for your use and shall bill you for the water at the standard rate for the volume used. The pressure thereon will be 40 pounds per square inch. 10. We understand that you contem plate constructing at your own ex pense a septic tank large enough to take care of your own sanitary sew age. The County Board of Assessments and Review will work with you on your tax problems at such time as the Page Two physical layout of the plant Is de termined. The County Commissioners will request the State of N. C. to pave streets and roads in the vicinity of your property. We are planning at our expense to put a street light in the equivalent of I every block out to the plant site. ! We can have the new facilities in operation for you in four months from the date of the execution of the con-' tract with you. , We are tremendously interested in ■ the possibility of your locating here ; with iw and promise that we want to do everything that we can possibly do to encourage you to locate with us. We particularly need your type of in dustry because of the type of workers which vou need.
