PUBLIC HEALTH SERVICE!
t
1
In proportion to our income, North Carolina ranks
fourth among states in public health service expendi
ture! Last year, $7.9 million was spent, or the equiva
lent of $1.95 per capita. We are one of the few states
having a full-fledged local public health department
in each of our 100 counties—an important factor in
keeping North Carolina a healthy place in which to
work, play and live.
Another contribution to more pleasant living for North
Carolinians is the brewing industry's self-regulation
program where brewers, wholesalers and retailers—
in counties where malt beverages are permitted under
State control—cooperate to maintain wholesome con
ditions for the legal sale of beer and ale.

Washington—-The National Park
Service has announced itspurpose :
to charge a fee for the use of. the j
Blue Ridge Parkway by automo
biles beginning on May 1. Ibbfi. hi j
common with the entire North j
Carolina Relegation in the < 'en
gross. 1 anv strongly opposed to
converting the HI tie Ridge Parkway |
into a toll road.
Opposed to Tolls
As a. matter of principle. 1 am j
opposed to the Federal Government 1
raising revenue by ( barging people i
for the privilege of gazing upon the
handiwork of Almighty God. Dei j
spite all protestations to the con
trary, the plan id' the National
Park Service is a revenue raising
measure for all tolls collected are
to he “paid into th(> Treasury as
miscellaneous-receipts." And even
apart front the matter id' principle,
the plan is indefensible in that it
is, in substance, an endea vor .to.col
lect revenue upon a gilt made to
the Federal Government ’.by private
.individuals and fouiidy tions:and, the
States of North Carolina and Ten
nessee..
The Blue Ridge Parkway find its
counterpart: iii Virginia, tile Sky

Smoky National Park on the south.
A Difference

and foundations and the. States of
Tennessee .and North ('arolina at a
cost, of approximately P> million
dollars and donated tp the Federal
Government for the enjoyment of
all the people. I am advised by
those active in the aeijuisition and
donation (if these lands that it was
never contemplated that, any toll
would he imposed on those visiting
the Smoky National Park. More
over, all of the right-of-way of the
Blue Ridge Parkway other than
that situated tvitbin the National
Forests was acquired by the State
of North Carolina at a cost.of ap
proximately $2,260,0(10 and convey

am satisfied that the State of
I North Carolina would never have
J made these valuable gifts to the
■ Federal Government if it had
i known that the Federal Govern-,
Intent would pervert its gift to the
i raising of revenue.
The National Path Service at
tempts, to justify the imposition of
I tlie proposed toll on the ground
: that the toll is intended to defray
I the cost of maintaining the Sheu-
I ttndoah National Park, the Skyline
I Drive, the Blue Ridge Parkway,
and the Smoky National Park,
which totals .f " 111.imu annually. As
1 have already pointed out, till tolls
are to be covered into the general
treasury.
Popular Parkway
During the past year. 1 ~"00,0110
automobiles used the Blue Ridge |
Parkway. If such use continues in
tee future, and the National Park
Se.rv.ice collects the minimum pro
posed fee, i. e., the “ lb-day’'ssl .00
fee, from each automobile, it will
collect three times file maintenance
: cost.. When I called this signifi
cant fact to tile attention of the
National Park Service, I received
tie astounding reply that only
enough motorists'would he compell
ed to pay the fee to raise tile cost
of maintenance, and that all other
motorists would lie permitted to
use the Parkway without charge.
This Would lie... indeed, a queer
.'practice in a country which believes
m "equal justice under law."
It is t<> be remembered, that the
Federal Go\. rnment already col
lects two rents on each gallon of
gasc.line, consumed by automobiles
using the Parkway, and that it
would lie just as logical t<> .-'impose
a toil on other highways construct
ed in part with Federal funds as it
is to impose a toll on the Blue
Ridge Parkway, The argument
that the toll is justified for the
Blue Ridge Parkway because it is
used for recreational purposes lacks
validity. All other highways are
used in large measure for recre
ational purposes.

duce the National Park ,Service to
abandon its plan to impose and < oi
led the toll, There are approxi
mately 50(1 different entrances of
lone kind or another to the Skyline
! Drive and the Blue Ridge Pa rkway.
|As a consequence, the National
1 Park Service proposes to establish.,
j .‘SO different stations for the col- i
‘lection of the toll. If these sta
11ions are placed at equal. distance:
[along the 325 miles, of Parkway
now completed, the mfderist will
have his view of the beauties of un
it lire obscured by the revenue nil- i
leditig agencies of the l-Vd ral

In conclusion, if is . worthy to
note, that the National Park S. r
vice maintains several other road- j
ways in other parts of flic country
and does not propose to impose any j
fee for their use.
