chore.

Washington—Tlfere is no ques
tion but that both major political
parties would like to give the vot
ers definite assurance before the
November election that there will
be an income tax reduction approv
ed by Congress early in the next
session.
Tax cuts—which enable the vot
ers to spend more of their own
money as they se e fit —are regard
ed as having extraordinary politi
cal allure. So the politicians gen
erally can be counted upon lo sup
port them when they are at all
possible.
The biggest question now facing
the politicians both Republicans
and Democrats—-is this: Where is
the money coming from?
A surplus of only S7OO million
is forecast for the current fiscal
year ending next June'3o—and Sec
retary of the Treasury Humphrey
believes that a surplus of $3 or $1
billion must be in sight before seri
ous consideration can be given to
tax cutting. Therefore, to meet
Mr. Humphrey’s requirements, the
government’s income must be
greater than expected—or flip gov
ernment must spend less than ex- 1
pected—or there must be a com- ]
bination of the two.
What happens along these lines
will depend on the degree of busi
ness prosperity—which largely de
termines the amount of taxes pai l
—and the seriousness of economy
efforts by the administration and
by Congress.
At afiy rate —regardless of what
is finally decided—all signs indi
cate that at the next session of
Congress there will be prolonged
discussion of personal income tax
reduction and of corporation tax
relief, particularly for small busi

Both the Democrats and Republi
cans are committed—-in their plat
forms and otherwise —to early ac-!
tion toward reducipg personal in
come taxes and granting small
business additional tax relief.
But there is no assurance when
this will be done. It is recalled
that many congressional tax ex
perts contended last January that
neither party could afford to get
into the current political campaign
without reducing taxes.
But what happened? No serious
move was made in the direction of
tax reduction and both parties went
along with the administration in
using the $1.75 billion surplus (as
of June 30) for reducing the na- j
tional debt. In fact, there wasn’t j
even any serious talk about tax I

The Democrats, in their platform,
promised an increase in the per
sonal income tax exemption from
i a revenue loss of about $4.7 billion
I and would relieve approximately
21 million taxpayers of any in
come tax liability whatsoever. This
alone without considering the
spending of additional billions
which the Democratic platform
pledged—would result in a $4 bil
lion deficit in the current fiscal
year (based on present estimates)
and start the nation on a new in
flationary spiral.
The Republican platform pledged
further reductions in government
spending continued balancing of
the budget, gradual reduction of
the national debt—and then, inso
far as consistent with a balanced
budget, to work toward further re
ductions in taxes, with particular
considtration for low-and-middle
income families.
Based on its record, the Eisen
hower administration, if re-elected,
can be expected to oppose an in
crease in exemptions and favor
general rate reduction-—if taxes are
to be cut.
So, the roadblocks to a tax reduc
tion are formidable, but they can
be removed- if prosperity con
tinues —and economy advocates en
list support.
