An administrator is a person f appointed by the clerk of su * perior court to administer the estate of decedent when there \is no will. He may also be a person appointed by the clerk |of the superior court when there is no executor named in I'the will or the person named in the will has died, resigned or is • incompetent. An executor, on the other hand, is the person a testator has named in his will as the one he wants‘to administer his : estate. Their powers and du ll ties are very much the same, if Occasionally a testator will en- L large the duties of his executor. Administrators and executors i are both called the “personal representatives” of the deceas ed. They collect his personal assets and pay his debts. If : the decedent left a will, the ! “personal representative” will , distribute the balance in ac cordance with the terms of his j will. If he died without a will, j , the balance will be distributed > in accordance with the intes tate laws of the state in which he had his domicile. Who is entitled to be ap- ] pointed administrator? There are statutes in North j Carolina and elsewhere that j give particular classes of per-; ■ sons a prior right of appointment j over other classes of persons, j The order of priority in North Carolina, as well as iri nearly all other states is: (1) The sur viving husband or wife; (2) the next of kin; (3) the most com petent creditor; and (4) any. other legally competent person. The order of priority is man datory and leaves the clerk of ■ the superior court no discretion in the matter, save when there are two or more persons of the same class equally entitled to i appointment. As between those of equal degree of kinship to jthe decedent, the clerk may in ; his discretion appoint the one ; he considers the most compet ent or he may appoint more | than one. j ; It is, of course, the duty of ; the clerk of the superior court ' to refuse to appoint those who are for statutory reasons incom petent or have forfeited their | rights to administer the estate. I A person less than twenty-one years of age. for example, can ' he neither an administrator nor I an executor. An executor, however, is generally not required to furnish a bond. L. Noble, director. National Committee on Boys and Girls Club Work, Chicago. Approximately 170 college scholarships ot S4OO each will be awarded at the national level to 4-H Club members whose 1957 records of achievement in their chosen projects are judged best by the Coopera tive Extension Service. The G.L.Noble scholarships will be presented to the national champions next December during the 36th annual 4-H Club Congress, Noble said. Among the 4-H activities offer ing awards of scholarships as well as trips to the Club Con gress are the Boys’ Agricultural, Poultry, Garden, and Electric programs. Donors of the awards respectively are: International Harvester, Sears-Roebuck Foun dation, Allis-Chalmers, and tbe Westlnghouse Educational Foun dation. All have supported 4-H work for many years through programs arranged and an nounced by the National Commit tee and the Extension Service. Last year 4-H awards and leader training funds distributed through the National Committee amounted to 3469,397. Dressed At Small Cost,” said Mrs. Cora Har rell at the May meeting of the Beech Fork Home Demonstration Club which met in the "home of Mrs. John Layton with 10 mem berg present. The meeting was held Tuesday night of last week. “Build your wardrobe,” she said, “around some basic color. Black, navy, or brown is good. Dress for the occasion. Check clothing on hand, and never buy on the spur of the moment just because it is a bargain, you think, and then find later you have noth ing to wear it with. The best dressed woman is not the wealth iest or the woman with the most clothes.” An inspirational devotion was given by the president on the Club Collect. “If we repeat it daily as a prayer,” she said, “it will help us grow into finer, more secure, happier homemakers. Mrs. Mattie Halsey led in prayer. Mrs. Lillie Saunders conduct ed the business session. All were urged to go to the Council meet ing. The food conservation lead er gave a report on freezing strawberries. Mrs. Paul Ober told about pruning tomatoes.
