Per haps no better definition can be found than that given by Thom as Jefferson in his fust inaugu ral address: “A Wise- and fru gal government, which shall re strain men from injuring one an other, which shall leav* , them otherwise free to regulate their own pursuits of industry knl m provcment, Mid shall'v not tiike from the mouths of labor the bread it has earned—this is the sum of good government.”' One of the first • objects of good government is to .protect the lives and property of its citizens. All citizens should be left to regulate their own pur suits. They should be left free to {mprove their property and their businesses. They should be left fcey to engage in any business whicn does net injure the person or property of any other citizen. Good goverimeri is such that will not taki fr >ni the mouths of the labore • the bread or the other necessi i e : of life which he has earned. Good government will not take away from the honest toil er and give to the lazy, indolent and careless persons. Good government will allow the greatest amount of freedom to the individual and the locali ty. Good government does not seek to control the masses for the benefit of the few. Good .government must not be pater nalistic. ■ - ■ In general terms the govern ment that does the least govern ing is the best government. The Board of Councilmen of the Town of Edenton do ordain as follows: Section 1. Trucks Required to Follow Routes. All trucks and trailers entering the Town of Edenton, destined to any point outside of the Town of Edenton, and not taking on or dis charging any goods, wares, or merchandise within the city lim its, shall travel exclusively on the truck routes established in Sec tion 5, and over such part of such truck routes as shall constitute the shortest and most direct route from 'the point of entrance into the Town and departure from the Tbwn. Section 2. Trucks Prohibited on Certain Streets. All trucks and trailers are pro hibited from the parts of streets described in this section, except trucks and trailers may travel on such parts of streets to reach or to return from a destination upon said street.
