The General Assembly of 1957 provided by statute for a so-cail ; ed “work release plan." Under this plan a prisoner may be re leased from actual custody dur ing the time necessary to pro ceed to a place of private em . ployment, perform his work, and return to the quarters designat .) ed by the prison authorities. The I Plan is administered by the State A Prison System, as authorized by 1 statute. The plan can be extended to prisoners only when recommend / ed by the pres ding judge and re pi quested by the prisoner in writ- K in S- and then only if the defend r ant has not previously served a I r term or terms or parts thereof I totaling more than six months in jail or other prisons. To date, actually few prison ers have been committed by judges to prison under the work release law. The major expla nation is that offenders who qualify are likely to be placed on probation. How soon after sentencing is one sent to the central prison in Raleigh? Within five days after the ad journment of the court at which he was sentenced, if no appeal has been taken. After being processed through the receiving center at the cen-1 tral prison in Raleigh, he may then be sent to one of the 86 field units or 8 prison institutions of the North Carolina Prison System distributed throughout the State. Only about 8 per cent of the total prison population is kept in Raleigh. Who makes the rules and reg ulations governing prisoners un der the control of the State Pris on System? They are proposed by the Di rector of Prisons and become ef fective when approved by the j State Prison Commission.
