sition that he was opposed to
federal aid to parochial schools.
This is a matter that may be
soon debated in the Senate. 1 1
should like to state the grounds I
upon which I join with the]
President in opposing parochial j
school aid. The ancestors of
most Americans came to this
country in order to enjoy religi
ous freedom, which they clear
ly believed embraced the right
not to pay taxes for the direct
or indirect teaching of religious
doctrines which they disbelieved.
Statute Cf Religious Freedom
—Their attitude was clearly re
flected in the Virginia Statute
for Religious Freedom. That
Statute declares “that to com
pel a man to furnish contribu
tions of money for the propa
gation of opinions which he dis
believes is sinful and tyranni
cal.”
Controversy The controversy
over aid to parochial schools has
been touched off by some Cath
olic leaders who have called for
the inclusion of parochial and
private schools in any federal
aid program for education. There
can be no doubt of the fact that
parochial schools constitute in
stitutions of the Catholic Church
and teach its tenets and faith.
First Amendment The First
Amendment to the Constitution
of the United States declares,

Case: “The ‘establishment of
religion’ clause of the First
Amendment means at least this:
Neither a state nor the Federal
Government can set up a
church. Neither can pass laws
which aid one religion, aid all
religions, or prefer one religion
over another ... No tax in any
amount, large or small, can be
levied to support any religious
activities or institutions, what
ever they may be called, or
whatever form they may adopt
to teach or practice religion ...”
Unfortunate Issue —The states
have established public schools
for the education of the children
of parents of all faiths and sup
port these schools by taxation.
It is true, of course, that many
parents for various reasons pre
fer to send their children to pri
vate schools or to schools op
erated by various church bodies.
The First Amendment prohibits
the use of tax funds to support
these church schools, regardless
of whether they are established
by Catholics, Presbyterians, Bap
tists, Methodists, or persons of
any other faith. It is unfortun
ate that this religious issue has
been injected into the debate
over 'aid to education. All
Americans should be interested
in the preservation of the religi
ous freedom established by the
Constitution.
