lished recently in the Washing
ton Star showed Vice President
Johnson, just returned from his
survey of conditions abroad, say
ing to Mr. J. Taxpayer:
“My findings? Well, how are
you fixed for money?”
That, in the opinion of many
in the nation’s capital, also sum
med up President Kennedy’s
special State of the Union mes
sage to Congress. In it major
emphasis was placed on even
higher government spending and
an ever growing federal bureau
cracy to deal with problems
here and throughout the world.
This is the same economic
medicine that has been pre
scribed—without success— by the
New Dealers for nearly three
decades.
Members of the congressional
economy bloc agree that what
ever is sssential for national de
fense must be spent—but they
are opposed to any expansion
of welfare spending by the fed
eral government and think that
all unnecessary spending shouU
be terminated.
If certain defense expendi
tures should be increased, they
maintain that other non-essentia 1
or less esst'ntial spending should
be eliminated or curtailed in
order to protect the nation’s fis
cal solvency.
They are outspokenly critical
of the attitude that federal
spending must be boosted every
time an increase in revenue is
in sight.
Instead of centering major at
tention on spending surplus
funds, it is contended that the
government should give more
consideration to tax rate reform,
balanced budgets, dangers of in
flation and threats to the pres
ent value of the dollar.
President Kennedy’s comment
regarding the effect of his new
spending program on the federal
budget was highly perplexing.
First, he said this: “I am not
requesting additional taxes to fi
nance the very urgent requests
1 am making today—for our
present tax structure and re
sources are more than sufficient
to support them without a
budget deficit if our economy
moves ahead.”
But, a few paragraphs later he
said that “if the budget deficit
now increased by the needs of
our security is to be held with
in manageable proportions” cer
tain action will be necessary in
cluding closing ‘tax loopholes’
and increasing postal rates.
Actually, the Kennedy Ad
ministration already had offici
ally! forecast a $2,200,000,000
defiqit for the present fiscal year
(ending June 30) and a $2,800,-
000,000 deficit for the 1962 fis
cal year.
Under the new Kennedy pro
gram, the Budget Bureau esti
mates that actual spending in
the 1962 fiscal year will increase
by $724,000,000 —plus whatever
additional expenditures are de
cided-upon for civil defense.
This would boost the prospec
tive deficit to at least $3,524,000,-
000—and many think it is going
to be considerably higher.
In all, Mr. Kennedy plans
now tq spend $85,700,000,000 next
year —br $4,200,000,000 more than
was preposed last January by
President Eisenhower.
Not to be overlooked also is
the fact that more spending
plans are on the drawing boards
and that many of the present
programs are ripe for huge in
creases in future years.
Vigorous objections were voic
ed also to Mr. Kennedy’s claim
—at least implied—that credit
should go to the Administration's
prograpi for bringing about the
present economic recovery.
Here is what President Ken
nedy said: “The first and basic
task confronting the nation this
year was to turn recession into
recovery. An affirmative anti
recession program, initiated with
your cooperation, supported the
natural forces in the private
sector; and our economy is now
enjoying renewed confidence and
energy. The recession has been
halted. Recovery is under way.”
Those challenging this view
point extend that ecOnoiAic re
covery was under way before
any of; Mr. Kennedy's program
could Have been effective to any
substantial extent—aad that if
it had any effect it was to re
tard. rather than stimulate, eco
nomic expansion.
The pnly real source of eco
nomic growth, it is maintained,
is the basic strength of the com-
