ministrator of Veterans Affairs,
has reported.
The President, on April 21,
1961, announced that the Vet- j
erans Administration would pay!
a special dividend. Payment of
the dividend was recommended j
. by Mr. Gleason upon completion j
of an actuarial study ordered by j
the President early last Febru
ary.
The VA Administrator said his
agency plans to finish its divi
dend processing work on vet
erans’ accounts at VA insurance
offices in Philadelphia, St.- Paul
and Denver by July 31, and,
that the last of the checks would
* -be mailed from Treasury dis

Life Insurance policies and to
approximately 260,000 World
War I veterans who have U. S.
Government Life Insurance poli
cies. Os the $230,000,000 total
dividend, about $193,000,000 will
be paid on NSLI policies, and
approximately $37,000,000 on
j USGLI policies.
Mr. Gleason said veterans do
not have to apply to the VA
I for their dividends. He ex
j plained that payments would be
j made automatically, and \that in
quiries from veterans would only
serve to divert personnel from
the dividend project, and could
result in delayed payments.
The dividend, distribution now
under way is the second to be
paid by the VA during 1961.
Payments of the regular 1961
dividend, amounting to $258,500,-
000, were completed last March
17. Although regular dividend
payments normally are spread
over a full 12-months, this year
the payments were paid at an
accelerated rate by order of the
President as a stimulus to the
national economy.
Mr. Gleason said that both the
regular and the special divi
dends are primarily a refund to
j the veteran-policyholders of part
)of their premium payments. He
pointed out that the refunds are
made possible principally be
cause the death rate among
policyholders continues to be
much lower than the rates upon
which the premiums were es
tablished by law.
