The inter | est rate on all such loans is determined by the average rate payable by the treasury on cer tain marketable public obliga tions outstanding at the begin ning of the fiscal year in which the loan is made. Loans of this type are avail able to local organizations such as soil and water conservation districts, irrigation districts, drainage districts, flood preven tion or control districts, munici pal corporations and similar public bodies, to plan and carry out works of improvement which protect and develop the land and water resources in small water sheds. The types of improve ments which can be financed include rural water supply and ■ distribution systems, water sup ply reservoirs, diversion dams, 1 irrigation canals and drainage facilities. meeting adopted the following resolution in connection with Mr. Wood’s resignation: “Whereas, J. Gilliam Wood, Jr., has been appointed by Governor Terry Sanford as a Highway Commissioner for the State of North Carolina, a posi tion the Board knows he will fill with distinction, and “Whereas, it is with regret that such resignation is accepted the same is done with knowledge that in his new capacity he will be of greater service to his State and County, “Therefore be it resolved, that the resignation of J. Gilliam Wood, Jr., is accepted.” In accepting the appointment, Mr. Leary expressed his appre ciation for the confidence re posed in him, and pledged his best efforts in the best interest I and welfare of the county.
