Washington The powerful House Appropriations Commit- j tee found a way—just before. Congress quit—to halt “back door financing” in spite of Sen ate votes'for it. The method is to apply a limitation to an appropriation; bill. True, the method is good for one year only. But two major results flowed from this vic tory of the House committee. First, “back door financing” on important programs was killed for the year life of thej I appropriation bill. Secondly, it' | assures that this issue—one of I the greatest confronting Con j gress—will raise next l year. “Back door financing” is a term applied to legislation in which Congress authorizes aj government agency to borrow i directly from the Treasury in-'; stead of. depending on an ap- | propriation. The plan is urged by bureau-! crats because it permits long term financing of projects. It ! is objected to by the House! Appropriations Committee be-' cause it deprives that commit-! tee of an annual review' of thej program and work of the agen-| cy. | There also is a constitutional issue involved. Some members , point, out that the Constitution , , j provides that no money Shall J be spent except through an ap- ■ . propriation made by Congress.. They argue that “back door fi-J. nancing” violates the spirit, if j not the letter, of the basic char- . acter of the nation, j What the House • Appropria-, i tions Committee forced through , Congress—at about 4:15 A. I Differences between Senate!’ I and House were settled in a ; Senate-House conference. j : The conference report, which i became law, provided that “back ; door- financing” could not be. used in connection with four; i programs. This was done al- 1 ! though Congress previously had i | authorized this method •of fi- i I nancing. ( j The four programs were: Area i Redevelopment, Low Rent Hous- i ing programs,' Mass Transporta tion .grants, and grants for Ac quisition of Open-Space Land | near cities. The situation precipitated ver bal fireworks in Convress. Advocates of “back door fi nancing*’ contended that the coup of the House Appropria tions Committee in the waning Hours of Congress was an- in sult to the Senate. Some Senators said it was a violation of the rules. • I But the House passed the bill after an adjournment resolution had passed, and the Senate was forced to accept the bill or let it die. In the bill, provision was made for some —but not all — funds sought for the four pro grams. And the “back door fi nancing” provision applies only to the bill. Next winter opponents of “back door financing” will make an effort to affix “riders” to appropriation bills which will kill this method for another year. Opponents of “back door fi nancing” say that if the method becomes prevalent, all the us ual checks on bureaucratic spending through Appropriation Committee reviews will be gone, ’ and expenditures will soar to astronomical heights.
