Washington A House vote is imminent on the Kennedy proposals to impose unwise tax •estrictiohs upon industry and innecessary and complicated bookkeeping requirements upon .ndividuala-. The legislation is vigorously jpposed by industry in the na tional interest. It is impossible to overestimate the importance of the forthcom ing- House vote to the nation’s economic future. One of the most obnoxious as pects of the Kennedy program is the requirement that 20 pei tent of dividend and interest in come be withheld and turned over tt» the government. If the millions of persons who would be affected by this requirement were aware of the enormou* , and complicated record-keeping involved, there would be a tidal wave of protests rushing to Cap itol Hill. t This unnecessary burden and inconvenience would tend to dis courage investment in American business enterprises—and there*)' - restrict the growth of the na tion’s economy. Withholding of interest an ' i-vetment income would de I prive individuals of the full use of their funds and would cpn -1 stitute an arbitrary and unquali fied frustration of the thrift ob jective, The confusion arising from making income tax reporting, more complicated by such a withholding provision, would, il j is safe to say, surpass anything! yet experienced by the Internal Revenue Service. The regulations in' ihe 1 ugo 240-page tax bill are especially complicated with respect to withholding. The measure is described as an administrative impossibility directly contrary | to Administration promises to I simplify the tax laws. The Administration is waging' an alLout campaign to impos • this withholding burden on in dividuals —and on corporations and financial institutions. w hy this campaign is being conducted with such vigor is, the) subject of much speculation in I Washington, for, the objective; sought—making sure that taxeij are paid on interest and invest ment income—Will be achieved by the automatic data processing and taxpayer account number systems being adopted by the Imernal Revenue Service. These will provide a quick check on whether anyone evading interest and investment income taxes —without the ha rassing record-keeping now sought to be imposed. I Other industry-opposed provi-| sions in the Administration tax bill would: 1. Impose more stringent rules I on deductibility of business ex penses—thereby substituting the judgment of government bureau crats for that of experienced business executives as to what are ordinary and necessary busi ness expenditures. 2. Require complex and un workable changes in the method of tapping business income earn ed abroad—which would make competition by American com panies in the world market more difficult. 3. Provide a $1,800,000,000 cre dit for investment in new machin ery and equipment—which con- ( dilutes a discriminatory subsidy , and control device for manipu- ; lating the economy according to ■ NB TIME?
