Hoyle Fab lie Information Officer North Carolina State Board of Fnblie Welfare ' One of the programs of finan cial assistance in the public wel fare program is that of aid to the permanently and totally disabled. The other two programs are old age assistance and aid to de pendent children, v. A typical case history from the files of the county department of public welfare shows how aid to the permanently and totally disabled helps these persons who are unable to work. This is the story of a young man who was handicapped by se-' vere curvature of the spine. Medical opinions were that he would never be .able to engage in gainful physical work. He was enrolled in college and re ceived assistance from Vocation al Rehabilitation for part of his expenses, the remainder being paid by his father. Then the father was in an accident and was unable to continue working and the young man applied for , financial assistance from the * county department of public wel fare. He was eligible for some assistance and continued to stay in college, completing his work on his B.S. degree in business 1 He was from a csosely knit family, who had en couraged him to apply himself and try to “stand on his own feet.” Despite the physical handicap he was able to walk, although with difficulty. During his col lege years he became aware of his own potentials and his per sonality underwent considerable change. He took part in extra curricular activities and was a student counselor. He was de termined to become self-support ing and he learned how to meet and work with people. His grades were good and he main tained a B average. He is also paying a large portion of his young sister’s expenses at col lege. where she is majoring in home economics and is in her junior year. This is one of the cases in North Carolina county depart ment of public , welfare files in which, happily, a person who was diagnosed as being unable ever to work gainfully has overcome his handicap by a strong will and determination and essential help. Unfortunately, the major ity of disabled persons will nev er be able to do what this young man did.
