(Minutes Os Board 1 j Os Public Works i Edenton, N. C., May 5. 1964. The Board of Public Works met this day in regular session at 8 P. M. at the Town Office. Members present: Jesse L. Har rell, chairman, J. H. Conger, Jr.. Thomas C. Byrum. Jr., J. P. Ricks. Jr., and W. J. P. Earn hardt, Sr. The minutes or the regular meeting of April 7, 1964, and the special meeting of April 20, 1964. were read 'and approved. The extension of a 12-inch sewer main on North Oakum Street to serve a proposed apart ment building was discussed. A cost analysis of the extension was presented by Mr. Hines and the Board unanimously decided to install the line providing they receive the proper assur ance that the building will be constructed. The cost of the installation will be assessed against the abutting property as provided in the town’s sewer j extension policy. Motion was made by Thomas C. Byrum. Jr., seconded by J. P. Ricks. Jr., and duly carried ap proving the surfacing of the roadways and parking areas at the new sewage disposal plant. I The estimated cost of this is $2,930.00. lYotiqn was made by W. J. P. Earnhardt. Sr., seconded by ■ Thomas C. Byrum. Jr., and duly ■carried approving for payment E. and W. Department bills in | the amount of $17,642.30. Bond Fund Account bills in the amount of $37,265.01. and APW NC-49G Account bills in the amount of $27,920.14. Chairman Harrell directed Messrs. Conga' and Gardner to coulee t the acquisition of a permanent right of ingress and egress to the main pump .station across the strip of land located behind the Colonial Furniture Company building. Motion was made by Thomas C Bvrum, Jr., seconded by J. P. Ricks. Jr., and duly carried accepting a bid by Layne-Atlan tic Company in the amount of $1,475.00 to convert the Free mason Street well to water lubrication. A proposed letter announcing the new reduction in the Town of Edenton’s residential electric rate was read and discussed. It was decided to make further re visions and to meet again in the near future for final approval. The letter is to be sent to all E. & W. Department customers with the June Ist utility bills. This was b, ought about by the construc tion work now under way by the State Highway Commission, 'it was' decided tnat since this was a piivate line, the owners of the line should be made aware of the situation, so that they may decide what steps they wish to take. In order to be of assistance, it was decided that the Water Commissioner should make a cost study of the in stallation of a 6-inch water main and a 2-inch line s.milar to the one now in service and present the figures to the people in volved. The resurfacing of Jackson Stieet was discussed and tabled until the June meeting. Motion was made by Thomas C. Byrum, Jr., seconded by W. J. P. Earnhardt. Sr., and duly carried instructing Mr Conger to inform Wm. F. Freeman. Inc., that no final payment will be made on Contract 1271 until all the items included in Mr. Hines’ report ,and in the job specifica tions are corrected. It is rea lized that items not covered in the specifications will be com pleted at additional cost to the Town. I Motion was made by Thomas C. Byrum, Jr., seconded by J. P. (Ricks, Jr., and duly carried that I proper funds be transferred to the general fund when request ed by the Building Committee in order to pay the cost of the furnishings for the new Muni ■ cipal Building. Motion was made by W. J. P. Earnhardt, Sr., seconded by Thomas C. Byrum. Jr., and duly carried appointing J. Gilliam Wood to the Chowan Hospital board of trustees. Mr. Hines was directed to meet with Mr. Gardner and Fire Chief Yates with the idea in mind of working out an ade quate testing program for the town’s fire hydrants. Motion was made by J. H. Conger, Jr., seconded by Thom as C Byrum. Jr., and duly car ried approving Change Order in the amount of $446.00. Mr. Hines was directed .to have a 2-inch service line and spigot installed at the m<tin pump station in order to facili tate the cleaning of same. Mr. Hines was instructed to sign Change Order concerning the price of special backfill ma terial. Motion was mode by J. H. I Conger. Jr., sceonded by Thom as C Byrum. Jr., and duly car ried that, if in the opinion of the Town Attorney, the town is liable for the $275.00 paid by Howard Construction Company for a temporary right-of-way, the bill is to be paid. Messrs Hines and Byrum were requested to meet with the group of property owners on West Gale Street who submitted a petition for the installation of a water line and explain the correct procedure, present cost figure, otc. The Board approved the let ter with changes and directed that they be mailed along with June 1. 1964, utility bills. It was decided that the E. & W. Department had sufficient property around the main pump ing station to insure proper maintenance and that acquisi tion of additional properties was unnecessary.
