M., at the Edenton Munici pal Building. Members pres ent: Mayor John A. Mitch ener, Jr., J. Edwin Buff lap, Luther C. ParksjDtJ. D. El liott, Henry G. Quinn, David G. White, and Leo Katka vecfc. Mayor Mitchener called the meeting to order and Councilman Parks gave the invocation. Councilman White intro duced a guest who is a mem ber of the United. States Coast Guard Reserve visiting Edenton, Mr. Warren Solar. He is in the process of .<<om- 1 pleting a degree in Political Science and was very inter ested in attending the" Coun cil meeting. . , - A letter from Aerovox Cor poration directed to Admini strator W. B. Gardner was read to the Council express ing the Company’s apprecia tion for all the courtesies ex tended in the consideration of Edenton for a plant. Mr. Gardner also announced to the Council that all funds expended by the Town 'in preparing the training build ing have been repaid in full. Mr. Gardner read an an nouncement to be released on Thursday, July 14. 1966 an nouncing the selection of Edenton for a new plant to be constructed by the Car ter’s Ink Company. The building will be approximate ly 90,000 square feet and peak employment will reach 200. The proposed lease between the Town of Edenton arid the Union Bag-Camp Manu facturing Company was dis cussed and the outline pre sented by the Industrial Committee of the ' Edfefiton Chamber of Corruheree ■* gat ing their agreemeAU44 c leas ing a portion of the dock area, the amount of neces sary acreage to construct a plant and to be granted a twenty-year lease. Motion by Leo Katkaveck, seconded by J. Edwin Bufflap and unani mously carried directing the Administrator to contact Mr. Glenn Mabe outlining the method of rental payment as outlined, and also the terms of the lease and requesting Mr. Mabe to have his com pany’s legal staff to prepare the proposed lease. Mr. Mabe requested the rental payments on the dock area and a six acre tract and a 13 acre tract. The six acre tract rental payments would be $2,700.00 and the 13 acre tract would be $4,100.00. A thorough discussion was held on the methods of op erating the sanitary land fill and Administrator W. B. Gardner was directed to work with the Health Department officials in bringing this mat ter to a satisfactory solu tion. Councilman Quinn gave a report on the possibility of turning over the ownership of the Hicks Field' area jto the Edenton City School jSjs&e tern. The Off-Street Parking j Committee presented their I report which stated that Mr. j Herbert Small hact made j three offers for possible so lution in the attempt to' ac quire title to the Wafd Shoe Shop property located on West Eden Street. They are as follows: (1) The- Town use the balance of" the area not covered by the actual building itself free^of—eharge. (2) That the Town pay to Mr. Small a rental payment of $30.00 a month of which he is receiving air present, for the use of the- entire property. (3) That the-Town purchase the property at a price of $8,000.00. The Council unanimously approved the following reso lution:' WHEREAS, Robert Har rell, Jr.,. had rendered dis tinguished service to this community as Chairman oi the Edenton-Chowan Good Neighbor Council, and WHEREAS, Mr. Harrell has been appointed Assistant Di rector of the North Good Neighbor Council, and WHEREAS, his new duties require him to resign his 1 present position N.QW. -THEREFORE BE IT RESOLVED, that the Town Council of-'the Town of Eden ton expresses its sincere ap preciation for the fine work and dedicated service of Mr. Harrell and wishes him well in future endeavors, and BE IT FURTHER RE SOLVED, that a copy of this resolution be spread upon the minutes of the proceedings of the Town Council of the Town of Edenton held on July 12, 1966 and a copy pre | sented to Mr; Harrell. I Motion by J- Edwin Buff lap, seconded by D. G. White and unanimously carried ap proving the Town of Eden ton’s application for Mosqui to Control system for the fis cal year 1966-67. Mr. Gardner reported on the first meeting of the Edenton Planning Board and advised the Council that Mr E. L. Hollowell had been elected Chairman, Mr. John Douglas, Vice Chairman, and Mr. 'William Cozart, Secre tary. Mr. Gardner stated that he had been in contact with Mr. B'g&erS of the Economic Op portunity Council and Mr. Biggers had virtually assured him that school crossing guards could be made avail able to the Town for the school year 1966-67. Motion by J. Edwin Buff lap, seconded by Luther C. Parks and duly carried ap proving E. & W. bills in the amount of $26,090.06 for pay ment. Motion by David G. White seconded by Leo Katkaveck and unanimously carried ap proving the following Town of Edenton bills in the amount of $9,159.00 for pay ment.
