Congress had a rather
light schedule last week,
but we continued to work
hard and long in the vari
ous committees, especially
in the Agriculture Com
mittee. The Tobacco sub
committee, of which I am
privileged to be a mem
ber, considered several bills
regarding the transfer of
tobacco allotments in the
dark-fired tobacco belt. Os
course, this does not ap
ply to our flue-cured to
bacco in the First District
and other places, but it
did become apparent that
there are those from the
flue-cured belt who are
demanding some revisions
in their control of the
transfer of allotments. The
president of the South Ca
rolina Farm Bureau and
his counterpart, the presi
dent of the Georgia or
ganization, both advocated
the open and unrestricted
sale of allotments within
the borders of a state. On
the other hand, I have been
informed that the North
Carolina Farm Bureau
Executive Committee pass
ed a resolution opposing
any degree of sale of al
lotments. All testimony
last week including the
action of the North Caro
lina Farm Bureau, advocat
ed liberalizing the leasing
arrangements now in exist
ence, for example, extend
ing the one year lease pro
vision to three, five or 10
years, for that matter, and
the general approval of

Already the committee has
before it two bills; one,
introduced by Congressman
O’Neal of Georgia, would
permit the sale of allot
ments anywhere within a
state. Congressman Kor
negay of the Sixth District
of North Carolina has in
troduced a bill which
would permit the sale of
allotments within a county.
I am taking the position
that we should move care
fully in order not to im
pair or destroy the con
trol program which for
the most part is working
so well. And so, as a com
promise measure, I am
considering offering legis
lation which will provide
for almost unrestricted
leasing across county lines
and the restricted sale
within county lines. I am
well aware that many of
you have conflicting con
victions and opinions as to
what should be done, but
I do not believe it is in
the best interest of our
economy to move into un
restricted sale of allot
ments at this time, even
though the United States
Deparment of Agriculture
has recommended such ac
tion. So I hope you will
consider my proposed leg
islation as one of compro
ffnise so as not to disrupt
our agriculural economy
with too much radical
change too soon. I am
sure that the hearings on
the flue-cured tobacco bills

will be held within the
next two weeks.
From a personal stand
point, the highlight of last
week was the trip down to
North Carolina, where I
had the pleasure of join
ing members of the North
Carolina General Assembly
during their visit into our
First District As usual,
those responsible for the
hospitality did a fine job.
No doubt most of the leg
islators were impressed by
the tremendous operation
of Texas Gulf Sulphur and
the historic impact of Lee’s
Creek. In light of today,
many were amazed at the
scope and size of East Ca
rolina College, and I like
to think that some who
had reservations and also
doubts about university
status, have now become
convinced of the merit and
the need for such status.
Actually, what prompted
me to use this in my re
port is the reaction I had
as I viewed our entire dis
trict and our industrial
development Only a (few
years ago many of the
well-known manufacturers
were known only through
magazine pictures to our
citizens. Today, they are
corporate citizens of our
great First District. I am
thinking of WestLnghouse,
Sunbeam, Hamilton-Beach,
Fieldcrest, Formica, Car
ter’s Ink, Weyerhauser and
time does not permit me
to list them all, but I
think you get the point—
we are making progresn. I
like to vision the First
District of Eastern North
Carolina as a sort of
sleeping industrial giant
ready to be awakened and
activated into the main
stream of industrial de
velopment; of course, con
tingent upon the all-out ef
forts from each of us. As
your Congressman, I shall
continue to dedicate my
efforts to bringing a full
industrial utilization of our
resources to the First Dis
trict, which I am proud to
represent.

plus for advertising to abolish the
E&W Board. This money, even
in these inflationary times, is

much or more by the abolition of
the E&W Board. How they will
achieve their gain no one knows.

Library Week
To Be Observed
A few people still do
not know of the micro
film which is available at
the library. This was pur
chased last fall and each
of the three county li
braries in the Pettigrew
Library have a machine.
Films are kept at the reg
ional headquarters and any
magazine mentioned in the
Readers’ Guide to Period
ical Literature from 1962
to date can be obtained by
making a request at your
local library two days in
advance. Os course, many
of the magazines are on
hand and can go out im
mediately but the term
papers which students are
required to write should
be much better this year
because of the wealth of
material available.
We wish to mention
again that there are also
many more magazines
available than last year.
Some do not know that
magazines may be checked
out for a short time just
like books.
People who have full
time positions should be
reminded that the library
is open during the noon
hour every day except
Saturday and on Saturday
we are open until 12:30.
National Library Week
will be celebrated May 1
through 7 this year be
cause there was a conflict
with the dates of the Pil
grimage. It is hoped that
those who have not seen
the library and also those
who have will attend Sun
day open house. A film
will be shown at the new
Municipal Building at 4
o’clock. The film is call
ed “The Adult and the
Public Library.” Refresh
ments will be served at
the library after the film
and hostesses will explain
the various services of the
library.

Code Discussion Held
During the last two
weeks the North Carolina
registers of deeds have been
engaged in a statewide
series of regional work
shops on the Uniform Com
mercial Code. These reg
ional meetings, held in
Greenville, Goldsboro, Gra
ham, Statesville and Ashe
ville, were sponsored
jointly by the Secretary of
State, N. C. Registers of
Deeds Association and the
Institute of Government.
Mrs. Bertha Bunch of
Chowan attended the
Greenville meeting.
The Uniform Commer
cial Code simplifies and
consolidates the law of se
cured transactions as it re
lates to personal property.
The Secretary of State and
the registers of deeds have
been designated as filing
officers under the code.
After midnight June 30,
1967, the effective date of
the code, the filing of fi
nancing statements will re
place the previous prac
tice of recording chattel
mortgages, conditional sales
contracts and similar in
struments.
As a result of the reg
ional workshops and care
ful study of the volume
of expected filings, the
Secretary of State and the
registers of deeds have
agreed upon a pre-filing
period beginning June 1.
All filings received in the
offices of the Secretary of
State and the registers of
deeds with the appropri
ate fee will be accepted
after May 31 for process
ing, and will be filed as of
the opening of business
following the effective date
c.f the code. All filings
