lation considered on the
House floor. However, on

tion Authorization Bill by

all, this is where legisla
tion is written. And so,
although the publicity re
garding committee hearings
is sometimes lacking, the
work is all important.
My own committees, Ag
riculture and Merchant Ma
rine and Fisheries, both
held hearings on legislation
vital to our area. The Ag
riculture Committee heard
testimony relative to legis
lation to extend the Food
and Agriculture Act of 1905
which extends the basic
farm programs now in ef
fect. Although there has
been considerable senti
ment to put off enactment
of extension legislation un
til next year, in view of
the fact that a new Con
gress and a new adminis
tration will be elected, the
committee feels that farm
ers need to know as soon
as possible what programs
will be in effect so they
can prepare their land for
crops harvested in 1970.
Viewpoints on this issue
range from support for al
most complete government
control of production, to
virtual withdrawal of gov
ernment involvement in ag
riculture. Neither extreme
is practical. I am taking
the position as your repre
sentative that this Congress
must do all possible to
guarantee sufficient income
or parity to attract and
hold the young people who
must replace the aging and
adult farm population.
The Merchant and Ma
rine and Fisheries Com
mittee started hearings on
H. R. 13940 to provide a
new maritime program.
This legislation is designed
to revitalize and modernize
the nation’s ailing merchant
fleet. I have stated be
fore, and American au
thorities have warned, that
such a program must be
initiated rapidly if the
United States is to retain
its position as a world
power. At the end of
World War 11, the Ameri
can Merchant Marine was
the largest and most mod
ern in the world; since that
time it has slipped rapidly
to sixth place. Maritime
authorities agree that the
biggest threat is that of ob
solescense approximately
80 per cent of the nation’s
merchant ships are over 20
years old. The industry is
forced to use inefficient
vessels to compete against
foreign maritime powers
who can operate at ap
proximately half of what
it costs American industry.
One section of this legisla
tion under consideration
calls for the construction
of 35 to 40 ships annually
over a five-year period.
On Saturday, May 4, the
voters’ of the First District
and the state of North Ca
rolina will have an oppor
tunity to express their
preferences for public of
ficials for the immediate I
future. I urge you, re
gardless for whom you cast
your vote, to make the ef
fort to vote on this im
portant day.
