Asbell, a native of Eden ton ,is a full time employee of the Guard in Rocky Mount. He is married to the former Marian Alex ander, also of Edenton. Asbell graduated from John A. Holmes High School and attended Nor folk Business University. He also attaended the U. S. Army Adjutant General School at Ft. Benjamin Harrison, Ind., and the Army’s Quartermastev School at Ft. Lee, Va. He began his military career in September, 1943, when he joined the Navy. He served on active duty until June, 1946. He join ed the National Guard in Edenton in December, 1948, and has been recognized tor his superior perform ance since that time. Asbell is presently as signed as chief of the per sonnel records branch with the 330th Administration Company in Rocky Mount. Definition A married man is a guy who has been penalized for holding. Young People’s Social Security Benefits Exceed All Sholarships Social security benefits being paid to young people 18 to 22 who are still in school amount to more than the scholarships at all colleges and universities in the United States, Secre tory of Health, Education and Welfare Wilbur J. Cohen said today. “In the 1968-69 school year the social security program will pay about $479 million to approxi mately 466,000 students en titled to payments on the earnings record of a dis abled, retired or deceased parents,’’ Mr. Cohen said. This will be an average of more than SI,OOO to each eligible student. The school year that be gins next fall will mark the fourth year of pay ments under a 1965 change in the law providing for the continued payment of social security child’s bene fits past the age of 18. Until that change, Mr. Co hen said, a young benefici ! ary’s payments stopped ! when he became 18 unless ; he was totally disabled. ; “There is nothing in the i law that prevents the stu dent from receiving his so cial security benefits while he is still receiving assist ance from a scholarship fund,” Mr. Cohen noted. “Benefits may be paid dur ing vacation periods. If his earnings go above $1,680, he gives up some or all of his benefits, depend ing upon the amount of his total earnings and how steadily he works.” Secretary Cohen said a 1967 change in the depend ency requirements for the children of women work ers made about 175,000 young persons eligible for payments. A large num ber of them are in the 18- 22 age group and are at tending school. They must apply for benefits before their payments can start. Young people in the 18- 22 age group whose moth ers died after working un der social security, or whose mothers are retired or disabled, should get in touch with the nearest so cial security office if they are not already receiving social security student’s benefits, Secretary Cohen advised.
