This is, in deed, a refreshing experi ence and I only wish that my Congressional duties permitted this to happen more often. On several occasions I have stated publicly that I am concerned about the lack; of interest in agricul ture in the present Con gress. This concern was certainly verified during the week of July 29 while the House was considering the extension of the farm program for four additional years. Mr. Ash ley was born in Chowan County near Edenton, and graduated from Buies Creek Academy. After graduating from Wake Forest College, he entered Duke University, where he earned his M.A. Degree in Philosophy and also his BD. Degree from Duke Divinity School. On a scholarship grant from Duke, he studied in 1934- 35 in the American School of Oriental Research in Jerusalem, from which many excavations were di rected. He is currently serving his 33rd year as pastor of the First Baptist Church in Roseboro. In add tion to his pastoral responsibilities, he taught Bible for 13 years and was president for seven years of Pineland ■College, now known as Southwood College in, Sal cmburg. I attempted to call to their attention that unless we continue to pro vide incentives for our farmers to remain on the farm and produce food stuffs, then food stamps will be of little value. The one thing that has kept America the domi nant power that it is has been its ability and capa city to produce enough food for our ever-expand ing population and to come to the material assistance of other nations, such as India, in times of famine. The farmer is one of the few segments of our econ omy who does not have a guaranteed return on his investment of money and labor. I think a weakness cf the system can best be explained by a specific ex ample. When the farmer ships a load of hogs to a faraway market, the truck §r is insured of a fixed rate. The purchaser is as sured of a profit. Those who contribute their labor to loading and unloading are guaranteed a minimum wage by law. Yet, the farmer only receives what the purchaser agrees to pay. I am among those who do not believe that the present farm program has produced the results that it should. Today, with farm income being only 73 per cent of parity, it is in deed deplorable, but on the other hand, what would the conditions be without any sort of farm program? I expect to join others in the 91st Congress in introduc ing measures which will make the present program more effective and more equitable to our agricul tural economy. Certainly, it is incum bent on us to consistantly remind others of the im portance of an adequate supply of food and fiber. NOTICE! The Board agreed to turn the matter over to the State Highway Commis sion. The Board of Commis sioners recessed their meet ing to hold a joint meet ing with the Chowan County Planning Board. George Lewis told the Commissioners they had re ceived a $4,500 federal grant for a comprehensive plan of water and sewer systems in the rural area. Melvin Howell, FHA area representative, said com pletion of the study would help Chowan County to qualify for other federal grants or loans in the fu ture. The Planning Board voted to proceed with the plan. J. N. Pease & Asso ciates has the contract to do the engineering study. The final plan is to be pre sented by December 1, 1969. There being no further business, the meeting was adjourned and the Board of Commissioners reconven ed their meeting. Evans and duly carried that the reso lution enlisting in North Carolina Local Govern mental Employees’ Retire ment System for employees of the Alcoholism Center at no cost to the county be adopted. The following reports were accepted and ordered filed: Chowan County Service Officer; Sheriff; monthly and annual report of Eden to n Fire Department; County Extension Chair man; Coroner; Home Eco nomics; Welfare Depart ment.
