I have opposed the pro gram because I do not mink the program is an adequate substitute for wise diplomacy and sound foreign* policy. Instead of engaging in creative dip lomacy, the State Depart ment has too often accept ed the foreign aid program as a panacea for many of our diplomatic ills. Foreign aid has been justified by many who are dismayed at its follies by saying that we ought not to be too ha<rd on the pro gram because it subsidizes domestic industries. I cer tainly am not adverse to Americans having jobs and helping the free enterprise system, but any hard look at this program shows that the long run effect is to create more economic problems than it is solv ing. Over the years since 1946, this nation has allo cated more than $122 bil lion to nations overseas in grants and loans to keep tlheir economies going. Un doubtedly out of that amount some of its ex penditures have been worthwhile. We saved Western Europe from com munism through the Mar shall Plan. It was said then that the program was to be a temporary one. With the passage of time, however, the program went into geographical, cultural and economic situations which we ought not t o have moved into. What Congress is now faced with is another ad ministration request to au thorize nearly $3 billion for the fiscal 1969 foreign aid program. The Senate and House just before the convention recess trimmed this authorization 1 o about $1.9 billion with tae Sen ate version some $47 mil lion less than the House bill. That measure is now in conference and is ex pected to be taken up shortly after Congress re j convenes. Although it can be said that the $1 billion reduc tion is a move toward fis cal responsibility, it fails | to adequately take into ac | count the problem facing j the country at this time. I The budget deficit for the fiscal year just ended amounted to some $25 bil lion. Congress has been forced to enact a $6 bil lion reduction in spending requests along with a 10 per cent surtax to help balance the fiscal 1969 budget. Executive orders are already curtailing ; needed permanent improve. ' ment projects here at home. Home owners and Edenton, North Carolina, Thursday, September 5, 1968, would-be home owners find mortgage interest costs steadily rising. The nation is confronted w.th infla tion because we have fail ed to balance the budget more than six times in the last 28 years. For these reasons, I do not think we can justify a foreign ai d expenditure that approximates nearly one-third of the budget cut for fiscal 1969. Conse quently, I voted against this authorization bill when it was before the Senate.
