c PAGE SIX Proceedings Os Town Council For The Month Os October Edenton, N. C, October 17, 1968. Hie Town Council of the Town of Edenton met this day in special session at 7:30 P. M. at the Edenton Municipal Building. Members present: Mayor John A. Mitchener, Jr., Luther C. Parks, David G. White, Leo Katkaveck and J. D. Elliott. Mayor Mitchener called the meeting to order and introduced D. W. Patrick, Division Engineer, North Carolina Highway Depart ment, and Ned Bivens, Di vision Traffic Engineer and requested them to explain the reasons behind the re cent four laning of North Broad Street. Mr. Patrick stated that the traffic count had reached over 8,000 cars per day, which necessitated the four laning in order to move the traffic properly and safely. Representatives of the Edenton Methodist Church requested assistance in providing parking for Sunday services. Mr. Pat rick stated that the High way Department would ap prove parking on Sundays only from Albemarle to Church Street. Leroy Has kett objected to the re moval of parking and re quested the Highway De partment to leave the park, ing situation as it was. Most of those present felt that this was a stop-gap measure at best, and that the traffic count was in dicative of the pressing need of a U. S. 17 by-pass of Edenton. Ed Taylor ex pressed his approval of the four laning. IMS of traffic would continue in the area in question and that the town could allow parking on Sundays only. Motion by J. D. Elliott, seconded by Luther C. Parks and unanimously carried allowing parking on Sundays on both sides of Broad Street from Al bemarle to Church Streets. Mr. Bivens requested the Council’s permission to re move the traffic signals at the following intersections: 1. Oakum and Broad. 2. Oakum and Church. 3. Queen and Granville. 4. Queen and Mosely. General disagreement was expressed by those present and no action was taken. The Mayor proclaimed the week of October 20-27 as Rescue Squad Week. Motion by Luther C. Parks, seconded by David G. White and unanimously carried approving a pay ment to the Rescue l Squad of $220.20. Motion by J. D. Elliott, seconded by Leo Katka veck and unanimously car ried awarding the bid for two 1969 police cars to Al bemarle Motor Company for a low bid of $4,879.42. Motion by Luther C. Parks, seconded by J. D. Elliott and unanimously carried appointing West W. Byram to the Edenton- Chowan Airport Commis sion to fill the unexpired term of Rudolph Dale. The Town Council of the Town of Edenton met this day in regular session at 8 P. M. at the Edenton Mu nicipal Building. Members present: Mayor John A. Mitchener, Jr., Luther C. Parks, Henry G. Quinn, David G. White, Leo Katkaveck, Thomas H. Shepard and J. D. Elliott. Mayor Mitchener called the meeting to order and Councilman Parks gave the invocation. Administrator W. G. IMB. dy Avenue be purchased from Ralph E. Parrish for a figure of $3,000.00. This property is to be used for the erection of an antici pated elevated water tank. Motion by Henry G. Quinn, seconded by Thomas H. Shepard and unanimous ly carried approving an agreement between the North Carolina Highway Department and the Town of Edenton for construc tion on U. S. Highway 17 South. This approval is contingent upon the ap proval of the Town At torney. Councilman Tom Shepard presented a request for ad ditional lighting on Co lonial Avenue and the Court House area. The Council turned this matter over to the Street Light Committee for their study and recommendation. Administrator Gardner presented a request for the Garden of Eden Club that a qualified landscape ar chitect be hired to submit a long range beautifica tion plan for the Town of Edenton. The Council di rected the Administrator to write the architect to de termine the cost of such a survey. The request from the Edenton Methodist Church for construction of. a side walk from the Iredell House parking lot to the church was read. The Council felt that while they wished to cooperate with the dhurch and un derstood the problem, they felt they would be creat ing a precedent in con structing this type of pro ject on private property. Council suggested that a private company be hired to do this work. The meeting with the Edenton Planning Board was set for November 26 to discuss the anticipated or suggested zoning plans. Rev. George B. Holmes requested the Council to consider the removal of signs from town property since they created a haz ard for pedestrians. Also he requested the Council to give serious considera tion to some action to combat the type of inci dents that happened on Halloween night, October -31. -Mayor Mitchener as sured Mr. Holmes that he would study personally the matter of the signs and a committee of appropriate officials would be called together in the immediate future to discuss the latter problem. Letter of resignation from Councilman Tom H. Shep ard was read and the Mayor accepted the letter with regrets. A letter from -the Beau tification Committee of the City of Wilson, N. C., was read praising die town for its cleanliness and beauty and requesting answers to certain questions. Bob Moore and Kermit Layton, representing the Chamber of Commerce Downtown Committee, re quested the Council to give consideration to the erection of planters along Broad Street similar to the ones erected last year on a trial basis and to consider the purchase of the Waff Brothers property located on Water Street. The Mayor assured those pres ent that this would be taken into serious consid eration in the very near future and they would be kept informed. The Mayor appointed Street Commissioner David G. White, J. C. Parks and L. F. Ambum to study the method of back yard trash pickup for the City of Edenton and to report back at a future meeting. Motion by J. D. Elliott, seconded by Henry G. Quinn and unanimously carried approving E. & W. bills in the amount of $74,043.97 for payment. Motion by Leo Katka veck, seconded by Thomas H.
