Ervin Says * Is In Thailand • WASHINGTON Con gress reconvened last week With a long list of chal lenges which confront the nation, the administration and the legislative branch. Foremost on the minds of the people is how to extricate ourselves from the Vietnam war with all of its problems so that we may devote ourselves to other pressing tasks that are commanding our atten tion more and more. In truth, there is no easy answer to a war that has magnified all of the strains which have been confront ing our country for some time. We see our energies divided in coping with the tasks of war, and a grow ing unrest that has deep ened all of the ills of our society. These problems are many. The concern about how to win a war over seas blends into an almost equal concern about how Maintain your health and vigor with preventive medicine. It can be said, however, that the country has about made up its mind that progress must be made in both of these commitments, and if it is not, the patience of the nation may wear very thin before long. There are is sues that will have to be reckoned with early this year by the government. Another commanding task that faces the nation is the need to bring order into the kingdoms that dis pense aids to education, welfare and health pro grams. There is duplica tion, triplication and quad ruplication of programs and projects in these fields. I repeat what I have said for several years that Con gress and the President ought to take immediate Edenton, North Carolina, January 16, 1969. steps to bring order out of chaos in these programs that are overlapping in their jurisdiction and their goals. This task is an im mensely complicated one. There are many agencies and programs that are functioning within their proper sphere, but there are also many instances where the overlappage and duplication should be elim inated. With due respect to the dedication of many fine public servants, a con solidation of some of the hundreds of federal pro grams, if properly worked out, could achieve better programs and at a saving to the taxpayer. Some of the old battles in Congress are certain to be renewed. Our world wide commitments seem to be a solid prospect for a review to see how much we can afford and to ex amine the risks we run in overcommitting ourselves throughout the world. Federal controls which go beyond the intent of Congress in the field of education are a matter of continuing concern. In my judgment, Congress ought to establish new legisla tive standards to curb un reasonable agency actions in this area. By now, it ought to be apparent that LETTER TO THE EDITOR Dear Sir: It has come to our at tention that people have been filling in portions of Filbert’s Creek and Pem broke Creek with dirt for their own benefit. With all the talk about running out of water, it seems that we would try to conserve all our water. If this filling continues from both sides, we may become one or two creeks short. We feel that a town or dinance should be passed to prevent the continuance of such a conservation hazard. On behalf of water con servation. RANDY ELLIOTT, MIKE COVINGTON, DILLARD DIXON, TOM SHEPARD. the federal government must exercise restrain in dealing with purely local matters in our schools. I do not think that federal izing our schools will solve our education problems. Indeed, I think many who originally lauded some of the federal controls over education are having sec ond thoughts about the trend that such a policy is establishing. Congress and the administration ought to review this matter thoroughly. Much depends upon the course of the war in Viet nam. An ending of the war would permit more legislative attention to be devoted to other pressing problems. However, wars do not adhere to time tables, and Congress will begin with a full agenda of foreign and domestic problems that have chang ed little since it adjourned only a few weeks ago. A s j,i ‘ j. Airman Gramby, a Stra tegic Air Command air craft mechanic, supports B-52 Stratofortress bomb ers which daily attack Viet Cong targets and KC -135 Stratotankers which provide refueling to fight er, bomber and reconnais sance aircraft conducting the air war over Vietnam.
