PAGE SEVEN Proceedings Os Town Council For The Month Os February Edenton, N. C., February 11, 1969. The Town Council of the .Town of Edenton met this day in regular session at 8 P. M. in the Edenton Mu nicipal Building. Members present: Mayor John A. Mitchener, Jr., Luther C. Parks, Henry G. Quinn, Leo Katkaveck, J. D. Elliott and W. H. Hol lowell, Jr. Mayor Mitchener called the meeting to order and Councilman Parks gave the invocation. Town Administrator W. B. Hol lowed exercising his option for an additional five- year period on the Chowan Ve neer Company lease was lead and Councilman Luth er C. Parks congratulated the company’s management on its activities over the past years and expressed the Council’s appreciation for its contribution to the Town of Edenton. Jesse L. Harrell, chair man of the Board of Public Works, requested the Council’s permission to re place the present whiteway from the Post Office to Park Avenue. Mr. Harrell fur ther stated that he felt that one-half the cost could be saved from other ex penditure items and paid tor in the 1968-1969 budget and that the balance would be budgeted in the coming fiscal year. The total cost of the project approximates twenty thousand dollars. Motion by Luther C. Parks, seconded by Leo Katkaveck and unanimous ly carried directing the Board of Public Works to prc;eed with the recon struction of the whiteway with the understanding that one-half the necessary funds will be received from the present budget and the balance to be bud geted during the coming year. It was pointed out to the Council that it needed to give consideration to the raising of the town’s por t on of these funds which approximate $475,000. It was; decided by the Coun cil to cal! a special meet ing to discuss this matter with the Board of Public Works tis soon as the of ficials on the Department of Housing and Urban De velopment indicate just what assistance could be expecied. Administrator Gardner read to the Council a let ter stating that a study had been approved for the channel improvements re quested on Pembroke Creek and that we should be hearing from the Corps of Engineers field survey party in the very near fu ture. Councilman Elliott re ported to the Council on the possible purchase of the Waff property located on West Water Street. He explained that there might be a possibility receiving federal help in the acqui sition of this property. Upon motion by Elliott, -econded by Parks and unanimously carried that further consideration for the purchase of this prop erty and an additional piece of property for off 5. Elliott and unanimously carried providing: 1. Pa-agraph B, Section 4 fourteen days be chang ed to five. 2. The words “between the hours of 10 P. M. and 7 A. M.” struck front the present ordinance and that the reference of 14 days is to again be changed to 5 and the following sentence be included after and the word release, "it is further understood that any dog in the company of its own er or keeper shall either be in his actual physical pos session or on a suitable leash.” 3. That the entire para graph following item C be struck from the ordinance. The Administrator is fur ther directed to advertise that this ordinance will be enacted at the March meet ing in the local paper for a period of two weeks. The letter was read from Leigh Wilson which stated that the local bill would have to be enacted in the General Assembly in order to comply with the election board request that the number of polling places for municipal elections places would be reduced from four to two. Motion by Quinn, seconded by El liott and was unanimusly carried requesting our rep resentative in Raleigh to enact said legislation. Motion by Katkaveck, seconded by Elliott, and unanimously carried ap proving appropriation of $l5O to the Chowan Arts Council to defray the cost of the North Carolina Little Symphony appearing in Edenton. Motion by Elliott, sec onded by Hollowell and unanimously carried ap proving Electric and Water bills in the amount of $113,615.42 for payment. Motion by Parks, sec onded by Quinn and unanimously carried ap proving the Town of Edenton bills in the amount of $6,520.86 for payment as follows: Administrative Department Nor. & Car. Tel. & Tel. Gardner requested the Council to give prompt ac tive consideration to the annexation of additional property to the Town of Edenton and stated that the move in this direction was absolutely necessary in order to insure the proper orderly growth for the Town of Edenton. The town not having annexed in a great number of years needs growing room in all directions from the cor porate limits and services would be extended to these areas as soon as practical. Hollo well, Jr., and unanimously carried that the Town Council request that the legislators in Raleigh in troduce legislation to an nex areas on all sides of the present corporate lim its to the Towh of Eden ton as soon as possible. Edenton, N. C., January 24, 1969. The Town Council met this day in special session with the Edenton-Chowan Board of Elections at 8 P. M.. in the Edenton Mu nicipal Building. Members present: Mayor John A. Mitchener, Jr., Luther C. Parks, J. D. El liott, David G. White, Leo Katkaveck and W. H. Hol lowell, Jr. The Election Board rec ommended that the town be divided into East Eden ton and West Edenton pre- cincts with three Council men being elected from each. The recommenda tions were discussed but no action was taken at Shis time. Motion was made by Luther C. Parks, seconded by w. H. Hollowell, ,Jr., and carried that Council favors an increase in statewide sales tax for local governments. The requests for life in surance bids covering town employees were reviewed and those present made no changes or deletions. There being no further business, the Council ad journed. CELIA D.
