Last week congressional
history was made as far as
the Nixon administration
was concerned. For the
first time since his inaugu
ration on January 20, 1969,
President Nixon in an un-.
announced action, deliver
ed his first address to the
House of Representatives.
His appearance was
prompted by a resolution
signed by 301 House mem
bers approving his plan for
a “just peace” in Vietnam.
Possibly his most poignant
statement was that “in the
time of crisis and emerg
encies, there are no Demo
crats or Republicans, but
only Americans.” I am
now convinced that Presi
dent Nixon is making a
sincere effort to place the
responsibility of the war
on the South Vietnamese
in order to bring the Am
erican boys home as soon
as possible. Many of us
felt the President’s ap
pearance before the House
of Representatives on No
vember 13 was timed to
counteract the Vietnam
Moratorium March of No
vember 14 and 15.

I introduced a bill which

tato growers of the United
■ States to conduct a refer
i endum to assess themselves
i one cent per hundred
' weight for the purposes of
> research and promotion.
The other co-signers of the
i bill were from all parts of
; the nation, including the
states of California, Ore

ginia voted against final
passage. The Louisiana
members stated their rea
son was their fear of the
effect on their rice pro
duction. The Mississippi
members were opposed to
any sort of agricultural

the military construction
appropriation bill for fis
cal year 1970 in the
amount of $1,450,599,000.
This compares with last
year’s appropriation of
$1,695,478,000. This year’s
appropriation is $466,741,-
000 less than requested by
the Bureau of the Budget.
The bill provides funds for
construction at several
military bases in North Ca
rolina. Included is $2,308,-
000 for the Cherry Point
Marine Base. The House
approved this measure by
a vote of 344 to 32.

NEW YORK—The rate of
business failures fell a
sharp 22 per cent in 1968,
according to the Insurance
Information Institute. The
number of failures hit
9,636, the lowest point since
1953. The average liability
per failure was $97,654,
down from the 1967 aver
age of $102,332.
